Türkiye’de Üst Düzey Planlama Sistemi Ve Yönetimine Afet Yönetimi Kapsamında Bakış

Abstract

Bu çalışmada, ülkemizdeki; planlama ve yönetim sistemleri, afet yönetimi kapsamında üçlü sistem ilişkisi içinde incelenmiştir. Sistemin sağlıklı çalışmadığı noktalar, neden-sonuç ilişkisi içinde tespit edilmiş ve sistemin yeniden yapılandırılmasına ilişkin öneriler getirilmiştir. Afet etkilerinin azaltılabilmesi için planlama sisteminin hiyerarşik bir yapıda sağlıklı olarak çalışması son derece önemlidir. Afet etkilerine duyarlı olarak hazırlanacak; kalkınma planları ile başlayan bölge planları ve çevre düzeni planları ile devam eden hiyerarşik yapının, yerel planlama sistemi ile bütünleştirilmesiyle, kentlerimiz, çok daha sağlıklı ve güvenilir mekanlardan oluşabilecektir. Özellikle bölge planlaması burada ayrı bir öneme sahiptir. Diğer bir önemli konu ise; hiyerarşik planlama sisteminin yönetim boyutudur. Bu çalışmada; afet yönetiminde ana kaynak olarak görülen planlama sisteminin, alt sistemi olan bölge planlamasını ve afet yönetimini etkin ve verimli bir şekilde gerçekleştirecek yönetim kademesi olarak bölge yönetimleri önerilmiştir.In this study the planning and management systems in our country have been examined in the scope of disaster management and in a trio system relationship. The systems’ points of handicap have been established in the frame of reason-result and suggestions have been made regarding the reconstruction of the system. It is very important that the planning system work efficiently in a hierarchical structure to reduce the effects of disasters. Our cities will be much healthier and safer places when plans that are sensitive to the effects of disasters are prepared; a hierarchical structure that begins with national development plans and continues with regional and superior physical plans and is made complete with the local planning system. Regional planning has a distinct importance here. Another important matter is the management aspect of the hierarchical planning system. In this study, regional managements have been proposed as the management level which will enable both the effective and efficient application of regional planning and disaster management, the sub-systems of the planning system viewed as the main source of disaster management.
