Tanker İşletmeciliğinde İç Değerlendirme Programı

Abstract

ISM Kodu ve SIRE gemi denetimleri gözönüne alındığında, gemilerin ticari açıdan değer taşıyabilmeleri ve kolay kiracı bulabilmeleri için gereğinden fazla denetlendikleri düşünülebilir. Bu genel düşünceye rağmen OCIMF, denetledikleri ve nihai olarak kiraladıkları gemileri değerlendirmek için bütün bu denetimlerin haricinde daha başka metodların kullanılması gerektiğinde karar kıldı. TMSA bahsedilen bu sorunlara çözüm olarak ISM kodunun aksayan yönlerini gidermesi ve yapılan gemi denetimlerinde elde edilen bilgileri doğrulaması için tasarlanmıştır Gemi denetimlerine ek olarak gelen bu uygulama tanker işletmeci şirketlerin gemilerine yük ve dolayısı ile kiracı bulmaları için kısa zamanda bir şart olacaktır. Bu şartı yerine getiremeyen şirketler düşük navlun veren yükler taşımak zorunda kalacak, karlılıklarını kaybedecek ve piyasadan silineceklerdir. Bu nedenle Türk tanker işletmecilerinin bu öğeleri kendi işletme sistemleri ile kıyaslayarak düzeltmesi gereken noktaları tesbit etmesi ve TMSA tamamen zorunlu bir denetim şekli olmadan aksayan kısımları tadil etmesi denizciliğimizin gelişimine katkıda bulunacaktır.

With the ISM code and the SIRE inspections being practiced in most tanker companies, it might be thought that there were enough checks and controls to gauge the charter-worthiness of the tanker ships. However OCIMF insisted on the need to bring in more safe-guards for all tanker ships that they vetted and eventually chartered, over and above the current statutory and commercial reports like the ISM code, despite criticism and/ or praise from various quarters was not being evenly followed by all operators. TMSA is aimed to be the alleged solution to the problems of the system, which has managed to circumvent the so-called spirit of ISM and the uncertainty of data presented by a SIRE audit of finite and limited nature. The next step for this so called self assessment planned that TMSA will be a inspection tool of the tanker ships in addition to the current inspection of the vessels. The results of the inspection will be a decision point for charterers and oil majors for evaluating the freight rates that the owners are to be paid. The companies that cannot match the average score will be forced to leave the market. For this reason timely analogy of the TMSA with the management systems of the Turkish tanker operators and the implying possible improvements would practically serve the aim of advancing Turkish shipping in due time.
