Mimarlık bürolarında tasarım yönetimi bağlamında örgütsel yapı, enformasyon teknolojisi ve küreselleşme ilişkisi

Abstract

20.yy sonlarında Enformasyon Devrimi ile birlikte toplum hayatı hızlı ve sürekli bir değişim sürecine girmiştir. Enformasyon teknolojisindeki atılımlar, üretim sistemleri ve iş süreçlerinin yapısını her yönden etkilemiştir. Enformasyon teknolojisinin önemi, bilgi işlem gücünün ve haberleşme araçlarının gelişimi Ue birlikte artmıştır. Kurumlar yapılarım yeni enformasyon teknolojisine uymak için şekillendirmek durumundadırlar. Organizasyonlar, teknoloji kullanımıyla birlikte yeniden yapılandırılacak ve uzak coğrafyalardaki organizasyonlarla dahi bütünleşebileceklerdir. Vazgeçilmez bir güç haline gelen teknoloji, uluslararası rekabetin düzeyim ve galibini belirleyici bir rol de üstlenmektedir. Teknolojinin bu hızlı gelişimi ile birlikte bilginin elde edilme, paylaşılma, kullanılma, depolanma ve yayılmasıyla ortaya çıkan küreselleşme kavramı organizasyonlar arasındaki sınırlarım kaldırmaktadır. Artik enformasyon teknolojisi, tüm dünyaya yayılmış küresel bir teknoloji durumundadır. Ülkemizdeki mimarlık hizmetlerinin, gelişen, değişen ve yeni yapılanmalar gösteren, birbirleriyle etkileşim halinde bulunan enformasyon teknolojileri, organizasyonlar ve küreselleşme üçgeni içerisindeki bugünkü konumu; geleceğe dönük hazırlıkları yeterince sorgulanmamıştır. Bu problemin çözümüne yönelik olarak, Avrupa BirliğTyle bütünleşmenin de gündeme geldiği bu dönemde mimarlık bürolarının organizasyon yapılarının ve enformasyon sistemlerini kullanım düzeylerinin günümüzdeki durumunu ortaya konmaya çalışılmaktadır. Çalışmanın giriş bölümünde arka planı ile birlikte ele alman bu hedeflere ulaşmak için ikinci bölümde mimarlık bürolarının organizasyonel yapılan, organizasyon teorileri kapsamında ele alınarak incelenmekte ve bu konuda ortaya konmuş modeller belirlenmektedir. Üçüncü bölümde enformasyon sistemleri konusundaki güncel gelişmeler ve olanaklar incelenerek mimarlık bürolarında tasarım ve tasarım sürecinin yönetiminde söz konusu olan yönetimsel işlevler için sağladıkları olanaklar belirlenmektedir. Dördüncü bölümde, küreselleşme ve bu alandaki gelişmelerin, özelde mimari bürolarının ve mimarlık hizmetlerinin bugünü ve geleceği üzerindeki etkileri ortaya konmaktadır. Daha sonra, yurtdışındaki mimarlık bürolarının enformasyon sistemleri ve teknolojilerinden ne şekilde ve hangi amaçlarla yararlandıklarım saptamaya yönelik vn olarak yapılmış bazı çalışmalarla ilgili sonuçlar belirtilmekte, sınırlı kapsamda da olsa ülkemizde önde gelen büroları kapsayan anket çalışmasının sonuçlan irdelenmektedir. Son bölümde de mimarlık büroları için durum tespitine yönelik, organize etmeye yönelik, standartlaşmaya yönelik ve yöneltici çalışmalar için öneriler ortaya konmaktadır.

In last terms of the 20th century, communities all around world have entered in a rapid changing process, by the Information Revolution. Developments in the information technology have affected production systems and business processes in every respect. The importance of information technology has increased by the improvement of the knowledge processing power and telecommunication devices. Institutes have to shape their organizational structure according to new patterns of information technology. Organizations will be reshaped by the usage of technology and will able to integrated with the organizations on the other side of the world. Technology has become a power that can't be given up any longer. It determines the level and the winner of the global competition. By this rapid development of technology, supplying, sharing, storing and spreading ways of knowledge has caused globalization to remove the borders between organizations. From now on information technology is widespread global technology. Architectural practices in our country haven't been investigated enough whether they are ready to the more chaotic future or not, in the context of organizational structures, information systems and globalization. In order to solve that problem, as we prepare ourselves integrating to the European Union, this thesis aims to expose the current situation and future expectations of architectural practices. All these aims are discussed with the background of the problem in the introduction part of this study. In the second part, organizational structures of the architectural practices are explained with the development of organizational theories. Then organizational models in literature researches are expressed. In the third part, the actual developments in the information technology are investigated with the opportunities they provided to architects and construction industry involved with managerial and administrative activities. In the fourth part, the affects of globalization and the developments concerned with globalization on the current and future studies of architectural practices are expressed. In the next part of this study, some researches, which are related with the determination and diagnosis of construction industry in foreign countries. Also some details of researches in Canada and Scandinavia are explained in order to let to do some comparisons between Turkey and others. Then, the survey that is applied to IX limited design offices in Istanbul. To be the most leading design offices is the common feature of these selections.
