İnşaat Proje Yöneticileri İçin Öntasarım Aşamasında Spor Tesisi Yatırımlarını Değerlendirmeye Yönelik Model Önerisi

Abstract

Bu çalışmanın amacı; spor tesisi yatırımları için hazırlanan fizibilite etütlerinin mevcut ihtiyaca cevap vermediğini ortaya koyarak bu durumun olası sebeplerine işaret etmek ve spor tesisi yatırımlarında çalışacak inşaat proje yöneticileri için, bu projelere özel, fizibilite etüdü modeli önermektir. Araştırmada ilk olarak mevcut durumun ortaya konulması hedeflenmiştir. Hazırlanan anket çalışması, Spor Bilimleri Akademisyenlerine uygulanmış, elde edilen veriler istatistiksel açıdan analiz edilmiş ve sonuçları yorumlanmıştır. Araştırma sonucunda, kamuya ait spor tesislerinde bahsi geçen problemlerin büyük sıklıkla görüldüğü belirlenmiştir. Bu neticeden yola çıkarak spor tesisi yatırımlarında görev alan inşaat proje yöneticilerinin, öntasarım aşamasında yapacakları fizibilite etütlerinin verimli olması açısından, öncelikle spor üretiminin özellikleri vurgulanmış, ardından fizibilite etütlerinin en çok ihmal edilen ve spor yöneticisi bakışını gerektiren, Ekonomik ve Teknik Etüt bölümleri bu doğrultuda tekrar düzenlenmiştir.

In this research it is firstly aimed to describe the present situation; also, the athletes and users of sports facilities were asked to rate the frequency of problems they have in the public sports facilities all around the country, in terms of specifically defined problems on the basis of previous researches. The survey study was applied the Academicians of Sports Sciences and also they are familiar with the problems that arise in sports community. The data that was collected was statistically tested and the outputs and results were interpreted scientifically. In the light of the survey study findings, it was revealed that those spesifically defined problems were frequently found in the public sports facilities. So, on the basis of these results, in order to be able to make those preliminary feasibility studies held by construction project managers more efficient; the importance of basic features of sports production was underlyed, and then the economic and technical base studies that are mostly ignored but are required a professional point of view of a sports manager were reorganized on tha basis of the relevant findings of the present study.
