Türkiye’deki Otomotiv Sanayi Ar-ge Kapasitesinin İncelenmesi Ve Avrupa İle Kıyaslanması

Abstract

Türkiye’deki otomotiv sanayi kurulduğu 1960’lı yıllardan beri AB ile yakın ilişki içerisindedir. 1970’lerde alınan lisanslar ile üretime başlanmış, 1980’li yılların ortasında artan yabancı sermaye katılımı “Teknik İşbirliği”ni “Ekonomik İşbirliği”ne dönüştürmüştür. 1990’lı yıllarda Türkiye’de üretilen motorlu araç sayısındaki artış otomotiv yan sanayinin de gelişmesini sağlamış ve artan otomobil talebi otomotiv yan sanayine çok yoğun yatırım yapılmasını sağlamıştır. Küresel firmalarla Türk ortakları arasındaki artan işbirliği Türkiye’deki tesislerin dünya pazarlarına üretim yapar hale getirmiştir. Günümüzde artan rekabet koşullarına uyum sağlamak için otomotiv sektöründe çalışan firmalar Ar-Ge çalışmalarına yönelerek, hem ulusal hem de uluslararası fon kaynaklarından yoğunlukla yararlanarak Ar-Ge projeleri yapmaktadırlar. Bu çalışmada Türkiye’de otomotiv sektöründe yapılan ulusal düzeyde TÜBİTAK TEYDEB Ar-Ge projeleri ve uluslararası düzeyde EUREKA ile 6. ve 7.Çerçeve Programları Ar-Ge projeleri incelenerek otomotivle ilgili olan projeler belirlenecektir. Belirlenen projeler otomotivle ilgili teknoloji alanları altında gruplanarak Avrupa otomotiv sanayi ile Türk otomotiv sanayi Ar-Ge kapasitesi arasında kıyaslamalar yapmak ve Türk otomotiv sanayi hakkında öngörülerde bulunmak amaçlanmaktadır.

In Turkey, automotive industry establishes close cooperation with European Union (EU) since its inception 1960s. Production has started with licenses which had been taken out 1970s; the increase of foreign investments had transformed the technical cooperation to the economic cooperation in the middle of 1980s. In 1990s, the increase of the number of motor vehicles production has developed the automotive supplier industry in Turkey and the increase of automobile demand had provided intensive investments to the automotive supplier industry. After the enhancement of the cooperation between Turkish firms and global firms, facilities located in Turkey had become to produce for the global market. Nowadays firms which are active in automotive sector increase the R&D activities in order to accord the competitive requirements of present day and get funds for their R&D projects from national and international R&D support programmes. This paper will focus on to specify the technology areas related to automotive sector and mapping the R&D projects on the specified technology areas in automotive sector in order to compare automotive R&D capacity of EU and Turkey and prophesy about the future of Turkey in automotive sector. At national level TUBITAK TEYDEB industry R&D support programme projects and at international level EUREKA, FP6 and FP7 projects will be analyze.
