Yapı Denetim Sistemi Ve Yapı Polisinin Çalışma Esasları Üzerine Bir Araştırma

Abstract

Bu çalışmada, Yapı Denetim Sistemi içinde yer alan taraflar belirlenmiş ve ülkemizdeki mevcut durum incelenip, eksikleri sunulmuştur. Buna göre Yapı denetimi için kamu yararına çalışacak, bağımsız bir kurum oluşturulmalıdır. Bu kurum bünyesinde Yapı Polisi olarak adlandırabileceğimiz uzmanlarla yapıları inceleyip, sonuçlarını belgelemelidir. Yapı Polislerinin sorumluluğunu azaltmak ve yapıların sigortalanabilme kritelerinin belirlemek için, tüm çalışmalar sigortacılıkla içiçe yürütülmelidir. Yapıların denetimi sonucunda belirlenen bilgiler ise, oluşturulan bir Yapı Bilgi Merkezinde değerlendirilmeli ve sonuçları yapı sektörüne sunulmalıdır. Böyle bir merkezin gerektiği gibi işleyebilmesi için bilgilerin tespiti ve sunumu, ortak bir standart ve kodlama sisteminde olmalıdır. Önemli bir diğer eksiklik ise, yapılması gereken yapı denetiminin sadece inşaat aşamasıyla sınırlı olmayıp, mevcut yapıların bakım ve onarım aşamasında da olmasıdır.

In this study, the parts in building control system are determined and the present situations and conditions of Turkey are analyzed, then the deficient sides are presented. Therefore, institution which will work for public’s benefit should be formed for building control. The building inspectors in this constitution should survey the buildings and report the results. For decreasing the responsibility of building inspectors and making clear the criterias of conditions of building’s insurance, the whole studies have to be carried out with insurance together. The information gathered after inspections must be evaluated in the Building Information Center, and the results should be presented to the sector. The inspection and the presentation of the information should be made in a common, standardized and coded system in the Building Information System to work in a required and efficient way. The another important deficiency is that the control of building should not be limited with only the status of construction, it should cover also the maintenance and the repairing of existing buildings.
