Coğrafi Veri Üretiminde Standardizasyon Kalite Ve Kalite Yönetimi

Abstract

Jeodezi ve Fotogrametri mühendisliğinin en temel faaliyet alanlarından bir tanesi de ihtiyaç duyulan coğrafi verilerin üretilmesidir. Üretilen coğrafi veriler çok geniş bir alanda kullanılmaktadır. Kent ve altyapı tabanlı bilgi sistemlerinin kurulmasında, planlamada, arazi kullanımında, inşaat ve çevresel uygulamalarda, jeolojide, ormancılık, tarım, telekomünikasyon, ticaret, sanayi ve askeri uygulamalarda coğrafi veriler en temel girdilerdir. Uluslararası alanda son yıllarda coğrafi verilerin standardizasyonu ve üretilen verilerin kalitesi konularında uygulamaya yönelik çok ciddi çalışmalar yapılmıştır. Bu çalışmalar özellikle ISO’nun teknik bir alt komitesi olan ISO/TC 211 komisyonu önderliğinde yürütülmektedir. ISO/TC 211 teknik komitesi, coğrafi veri standardizasyonu ve veri kalitesi ile ilgili çalışmalarını ISO 19100 olarak bilinen standartlar setinde toplamıştır. Coğrafi veri standardizasyonu ve veri kalitesi noktasında bu hareketlilik yaşanırken, diğer tarafta üretim ve yönetim alanlarında kalite kökenli sistemler modern yönetim araçları olarak yerlerini almışlardır. Yalın yönetim, ISO 9001 organizasyonel kalite yönetim sistemi ve toplam kalite yönetimi en çok bilinen ve kullanılan yönetim teknikleridir. Bu modern yönetim araçları ülkemizde de otomotiv, tekstil, gıda, inşaat vb. gibi sektörlerde kurumsal organizasyonlarda uygulanmaktadır. Ülkemizde coğrafi veri üretimi konusunda faaliyet gösteren organizasyonların büyük çoğunda, gerek coğrafi veri standardizasyonu ve veri kalitesi, gerekse toplam kalite yönetimi konusunda çok ciddi eksiklikler vardır. Bu noktadan hareket edilerek tasarlanan bu tez çalışmasında, yukarıda özetlenen konular sadece akademik çalışma perspektifiyle değil aynı zamanda uygulamaya yönelik olması düşüncesiyle de hazırlanmıştır.

One of the basic scope of geodesy and photogrammetry engineering is to produce the geographic data which is needed. Produced geographic data is used in various amount of applications. Geographic data is the essential input to establish an urban and infrastructure based information systems, planning, land use studies, civil and environmental applications, geology, forestry, agriculture, telecommunications, commercial, industrial and military applications. There have been many important application oriented studies which are based on standardization and quality of the geographical data in the international area in recent years. These studies especially carried out by the leadership of ISO/TC 211 committee which is a technical subcommittee of International Standardization for Organizations. ISO/TC 211 technical committee had gathered the studies related to standardization of geographical data and quality of data to form the standards set which is known as ISO 19100. While this actions take place in point of standardization of geographic data and quality of the data, quality based systems have appeared as the modern management tools in the field of production and management. Lean management, ISO 9001 organizational quality management system and total quality management are the most famous and applied techniques of management. These modern management tools are implemented also in our country in the institutional organizations and sectors such as automotive, textile, food, construction, etc. Either standardization of geographic data and quality of the data, or total quality management is considered, it is observed that there are serious lacks in most of the organizations which are active in data production in our country. In this thesis study which has been designed after staring from this point, the subjects which are summarized above are prepared with not only perspective of academic work, but also application oriented approach as well.
