Kooperatif konutunda yaşama mekanının kullanım sonrası değerlendirilmesi

Abstract

"Kooperatif Konutunda Yaşama Mekanının Kullanım Sonrası Değerlendirilmesi" adını taşıyan bu tez çalışmasının amacı; çeşitli boyutlarıyla ülkemizin önemli bir sorunu olan konut sorunun çözümlenmesine yönelik bir katkı sağlamaktır. Ülkemiz gündeminde öncelikle yer alan konut sorunu, genel olarak niceliksel eksikliği bakımından ele alınmaktadır. Aynı zamanda problemin bir de niteliksel boyutu bulunmaktadır. Ülkemiz insanları konutu başlarını sokacak bir çatı anlayışından uzaklaşarak, içinde yaşadıkları konutlarda eylemlerini rahat bir şekilde gerçekleştirecekleri konforu da aramaktadırlar. Konut üretim örüntüleri arasında yer alan kooperatif yolu ile konut üretiminde konut kullanıcıları, bitmiş konut alma durumunda olduğu gibi kullanıcıların maddi olanakları ölçüsünde, kendi ihtiyaç ve isteklerine uygun olan konutu seçme ve satm alma imkanına sahip değillerdir. Kooperatif yolu ile elde edilen konutlarda, konut kullanıcıları, konutlarını kendi istek ve ihtiyaçlarına uygun bir hale getirmek için çeşitli ekleme ve değişiklikler yapmak eğilimindedirler. Bu türden değişiklik sebepleri konutun tasarım ve üretim safhalarından kaynaklanmakta, bu da aile ölçeğinden ülke ölçeğine varan ekonomik bir yük oluşturmaktadır. Kullanılmakta olan yapıların değerlendirilmesi ile; kullanıcı-tasanmcı iletişiminin kurulması, yeni konut tasarımlarına girdi oluşturacak bilginin sağlanması ve önceden yapılan hataların tekrarlanmasının önüne geçilmesi bakımından faydalar sağlamaktadır. Bu tez çalışmasında, yukarıda bahsedilen olumsuzlukları önlemek amacıyla kooperatif yolu ile elde edilen konutlarda yaşama mekanm işlevsel performansına vıı yönelik kullanım sonrası bir değerlendirme çalışması yapılmıştır. Tez beş bölümden meydana gelmektedir; 1. Bölüm' de, tez problematiğinin genel çerçevesinin belirlenmesi, gelişimi ve önemini içermektedir. 2.Bölüm'de, tez konu alanını oluşturan konut ve yaşama mekanı detaylı bir şekilde alt açılımları ile ele alınmıştır. Bu bölümde incelenen konut yapı türü;. Barındırdığı işlevler,. Konutu oluşturan bölümler olarak incelenmiştir. Konutu oluşturan bölümlerden biri olan yaşama mekanı geniş bir şekilde ele alınmıştır. Mekan düzenleme ilkeleri olarak incelenmiştir. Tez çalışmasının bu bölümünde yaşama mekanı yukarıda belirtilen başlıklar altında detaylı bir şekilde incelenmiştir. Ayrıca, Türkiye'de kooperatif yolu ile konut üretiminin tarihsel gelişimi; 1923-1945 dönemi, 1945-1960 dönemi, 1960-1978 dönemi, 1978-1981 dönemi, 2487 sayılı Toplu Konut Yasası dönemi (1981 sonrası) vııı . 2985 sayılı Yeni Toplu Konut Yasası dönemi (1984 sonrası) olarak tarihsel bir perspektifte incelenmiştir. Konut üretim örüntülerinde kullanıcı-mimar ilişkilerine değinilmiştir. Tez konu alanının önemli bir konusu olan mimarlıkta değerlendirme kavramı;. Tasarım sürecinde,. Bölüm genelinden çıkarılan sonuçlar bölümün sonuçlan olarak bölüm sonunda sunulmuştur. 3.Bölüm'de, konu alanı belirlenen tezin sınırlandırılması düşüncesi önem kazanmakta, bu sınırlama doğrultusunda tez probleminin somutlaştırılması amacıyla konu alanı; ölçek, içerik ve süreç boyutlarıyla ele alınmıştır. The aim of this thesis called "Post Occupational Evaluation of living rooms in the cooperative dwellings" contribute a solution at the residence problem of our country in the various dimensions. The dwelling problem that takes first place in the agenda of Turkey generally is taken account as a lack of quantity. But the problem has a dimension as well. This problem should search a place not only to shelter but also to live confortably. In the dwelling production by cooperatives as the part of dwelling production, the dwelling users do not have any oppurtunities to choose and buy the dwelling which will meet their needs and whishes with their own finance. The users of dwelling in the cooperative houses have tendency to do additions or changes to transform their houses in to the usable conditions for their wishes and needs. The reasons of these changes occur because of the design and production stage in the product of the residence which forms a big economic load to the family and to the country budget. The evaluation of the houses supplies a communication between the user and the designer, and in the new conditions, new information for designers and prevents to repeat the mistakes again. In this thesis an evaluation on the functional performance post use of living places in the cooperative dwelling has been done in order to prevent the difficulties above. This thesis is divided into 5 sections; First section inculudes the determination of the general problem, development means and objectives of the thesis.
