Ulaştırma Altyapı Bilgi Sisteminin Oluşturulması: Beylikdüzü İlçesi Örneği

Abstract

Günümüzde, en büyük güç olarak kabul edilen bilginin elde edilmesi kadar doğru ve etkili kullanılması da önemli bir sorun haline gelmiştir. İnsanoğlu, hızlı bir şekilde değişim ve gelişim göstermektedir ve bunun sonucu olarak doğal kaynakların hızlı ve kontrolsüz şekilde azalmasına neden olmaktadır. Bu karmaşık yapının sistemli, hızlı ve etkili bir şekilde yönetilmesi bilgi sistemleri ile olabilmektedir. Bu çalışmanın amacı, Coğrafi Bilgi Sisteminin önemli bir bileşeni olan ulaştırma altyapı bilgi sisteminin öneminin ve gerekliliğinin ortaya konulmasıdır. Bu kapsamda Beylikdüzü ilçesi için ulaştırma altyapı bilgi sistemi oluşturulmaya çalışılmıştır. Çalışmanın ilk bölümünde, Kent Bilgi Sistemlerinin ve Ulaştırma Altyapı Bilgi Sistemlerinin yerel yönetimler için gerekliliği anlatılmıştır. İkinci bölümde, bilgi ve bilgi sisteminin ne olduğu anlatılmıştır ve bilgi sistemi türleri açıklanmıştır. Üçüncü bölümünde, Coğrafi Bilgi Sistemi ile ilgili tanımlar ve kavramlar açıklanmıştır ve Coğrafi Bilgi Sisteminin temel bileşenleri, fonksiyonları ve uygulama alanlarından bahsedilmiştir. Çalışmanın dördüncü bölümünde, Beylikdüzü ilçesi için ulaştırma altyapı bilgi sisteminin oluşturulması çalışmaları anlatılmıştır ve sonuç bölümünde ise Beylikdüzü ulaştırma altyapı bilgi sisteminin faydalarından bahsedilmiştir ve gerekli verilerin temini ile yapılabilecek çalışmalar hakkında bilgi verilmiştir.

Nowadays, information regarded as biggest power in the world. In this case, not only collecting the information but also using it efficiently and accurately is became an important problem. Human being have changing and improving themselves rapidly and it causes decrease of natural resources quickly and out of control. Thanks to information systems, this complex constitution can be managed orderly, rapidly and efficiently. Aim of this project is highlighting the importance and necessity of Transportation Infrastructure Information System which is a crucial part of Geographic Information System (GIS). In this context, transportation infrastructure information system have established for Beylikdüzü. In the first step of study, the requirement of urban information systems and transportation infrastructure information system is explained for municipalities. In the second step, definition of information and information system is described and mentioned about types of information systems. In the third step, definitions and concepts of GIS specified and foundations, functions and implementation areas of GIS clarified. In the fourth step of study, the process of establishing transportation infrastructure information system for Beylikdüzü is explained and for conclusion, the benefits of transportation infrastructure information system emphasized and recommendations were presented about the studies can be done by obtaining necessary datas.
