Kentsel Dokuda Arka Bahçe Kullanımı

Abstract

Ülkemizde kentsel parsel üzerinde yapılaşmamış alanların ihmal edilmesi, parsel üzerinde mümkün olan en çok alana inşaat yapılmasına yönelik bir eğilim olması ve bunun imar mevzuatları ve ilgili yönetmeliklerin bazı maddeleri ile de teşvik edilmesi, kentlerde yaşam kalite düzeyinin yükseltilmesi hedefini zorlaştırmaktadır. Bu tez çalışmasının amacı, ön, yan ve arka bahçeler olarak tanımlanabilecek alanlara dikkat çekerek bu alanların uyumlu mekan organizasyonlarının yapılmasını, böylece kentsel yaşam kalite düzeyinin yükseltilmesini sağlamak ve bu yönde yapılacak çalışmalara yardımcı olmaktır. Yapılan araştırmalar sonucunda görülmüştür ki arka bahçeler gerek konforsuz ölçü ve biçimleri gerekse mimari çözümlemelerde ki erişim zorluklarından dolayı kullanılamaz haldedir ve sadece binalar arası boşluk oluşturarak bir fonksiyona sahip olmaktadırlar. Yeterli büyüklükte olmadıklarında ise erişim zorluklarından dolayı üst kat kullanıcıları tarafından kullanılmadığı, ayrık nizam yapı düzenlerinde ise ön ve yan bahçelerden dolayı erişilebilirliğinin artmasının kullanım oranını arttırdığı ancak bu kullanımın ise genellikle otopark olduğu tespit edilmiştir.Yapılacak olan uygulamalarda, bitişik nizam yapı düzenlerinde erişilebilirliğin arttırılması arka bahçe kullanımını üst katlara da taşıyacak ve kullanım oranını arttıracaktır. Ticaret fonksiyonuna sahip alanlarda üst kat kullanıcılarının arka bahçeyi sahiplenmemelerinin zemin kattan kullanımı arttırmasından dolayı farklı bir tapu sistemine gidilmesinin arka bahçe kullanımında daha etkili sonuçlar alınacağını göstermektedir. Bu sonuçların ışığıyla ele alınan arka bahçeler kentsel yaşam kalite düzeyini arttıran bir araç olacak ve kullanılan, yaşayan ve yaşatan alanlar olarak yapılaşmış çevreye katılacaktır.Tez çalışmasının birinci bölümünde çalışmanın amacı, hipotezler, yöntem, sınırlar ve kapsam belirtilmiştir. İkinci bölümünde kent dokusu tanımları, kent dokusunun tarihi gelişimi, kent dokusunu biçimlendiren faktörler ve kent dokusu içinde arka bahçe kullanımı anlatılmıştır. Üçüncü bölümde ise Türkiye’deki kentleşmenin kent dokusuna yaptığı etkiler ile kent dokusunu biçimlendiren yasal araçlar ve İstanbul kent dokusu değişimi üzerinde etkiler belirtilmiştir. Dördüncü bölümde yapılan alansal analiz ve anket çalışmasından elde edilen bulgular ortaya konulmuş ve bu bulguların değerlendirilmesi yapılmış ve bunlardan ortaya çıkan sonuçlar yazılmıştır.

Neglecting the unbuilt zones on lots, the tendency to construct on any area on lots even being permitted by zoning legislation and procedures makes it impossible to obtain cities with high level of life quality. Within the scope of this thesis which is completed in order to attract attention on such areas named as front, near, rear gardens and studies in order to assist and provide suggestions for efforts to increase the level of urban quality, it is determined that lack of comfort, unhealthy conditions, arising of lost spaces within the city and decreasing level of life comfort are the major disorders. Rear gardens became unused due to their inappropriate dimensions, shapes and difficulties of reaching them in terms of architectural analysis. They have no functions since they are merely perceived as spaces between buildings. Provided that rear gardens have sufficient sizes they are never used by up floor residents but are available for the use of ground floor residents. While in separate building structures with the increase of the eligibility level due to the existence of front and near gardens the utilization rate of rear gardens are higher. However this type of use usually emerges as auto parks. If the reaching problems are less the ratio of the usage of the rear gardens will be higher and they will also be used by the up floor owners. In the zones having trade function, base floor usage of rear gardens is higher than the usage by up floor owners. It is because of the up floor owners do not claim the rear gardens as base floor owners. This shows us a different way of registering with a title deed is being decreased the usage of rear gardens. In the context of these data’s, rear gardens will become an implement that decrease the urban life quality and they will join the urban life most attractive then present. The purpose, hypotheses, method, bounders and the scope of the thesis are in the first part. The meanings, historical developments, factors that put into a form and the usage of rear gardens in urban pattern are mentioned in the second part. The affects to the urban pattern of the urbanization in Turkey, public Works procedures that put into a form of the urban pattern in Turkey and the effects on the developments of urban pattern in Istanbul are mentioned in the third part. The physical and social analyses, the findings of them and the evaluation of these findings and the results that gain from these, are mentioned in the fourth and the last part of the thesis.
