Akaryakıt İstasyonunda İş Sağlığı, Emniyeti Ve Çevre Yönetim Sistemi Nin Uygulanması

Abstract

Bu çalışmada, iş güvenliği ve çevre açısından akaryakıt sektörünün ve inşaat sektörünün risklerini taşıyan akaryakıt istasyonunun inşasına ve çalışmakta olan akaryakıt istasyonunun tadilatına yönelik bir yönetim sistemi tasarlanmıştır. Firmada İş Sağlığı, Emniyeti ve Çevre Yönetim Sistemi’nin oluşturulmasından önce, Türkiye’de faaliyet gösteren üç akaryakıt firmasının dokümantasyon yapısı ve uygulamaları İSEÇ kapsamında incelenmiş; sistemin planlanması için yasal ve akaryakıt sektörüne özgü gereklilikler belirlenmiştir. Bu gereklilikler ışığında gerçekleştirilen, yetki ve sorumlulukları da içeren dokümantasyon çalışmaları hakkında firma personeli bilgilendirilmiş ve bir akaryakıt istasyonu inşaatında uygulamaya geçilmiştir. Gerçekleştirilen iç denetim ve yönetim gözden geçirme toplantısıyla sistemin aksayan yönleri tespit edilmiştir. Uygulama sırasında ortaya çıkan, İş Sağlığı, Emniyeti ve Çevre Yönetim Sistemi’ne aykırı faaliyetlerin nedenleri firma ve akaryakıt sektörü açısından araştırılmış, bu nedenlerin giderilerek, iş güvenliği ve çevre açısından emniyetli bir akaryakıt istasyonu inşasına yönelik önerilerde bulunulmuştur.

In this study, a management system has been designed for the construction of a gas station that bears the risks of oil sector and construction sector for work safety and environment, and for the improvement of a gas station that is active. Documentation structure and applications of three oil companies in Turkey were examined within the scope of Health, Safety, Environment (HSE) before forming HSE Management System at the company; and the legal and special requirements of oil sector were determined in order for the system to be planned. The company staffs were informed of the documentation work realized within the light of these requirements and that includes authorizations and responsibilities and the application was made in the construction of a gas station. Breakdowns of the system were determined in the internal audits and management review meeting held. The causes of the activities that are against Health, Safety, Environment Management System that appeared during the application were searched for the company and oil sector, and the suggestions made for the correction of these causes and for the construction of a gas station that has work safety and that is safe for the environment.
