Kıyı Alanlarının Yeniden Geliştirmesinde Turizmin Rolü- Galataport Örneğinde Yapılabilirlik Analizi

Abstract

Kıyı alanları yüzyıllar boyunca insanoğlu için önemli olmuştur. Farklı kullanımların olduğu bu alanlarda en önemli fonksiyonlardan biri limandır. Gelişen teknoloji, değişen sosyo-ekonomik ve coğrafi değerlerin sonucunda, liman faaliyetleri 20. yy’ın ikinci yarısından itibaren şehir dışı alanlara doğru kaymaya başlamıştır. Şehirlerin en değerli parçasında yer almış olan liman alanlarının terkedilmesi sonucunda atıl ve çöküntü alanı haline gelen bölgeler ortaya çıkmıştır. Şehir alanın beliri bir bölgesinde yer alan, ancak çöküntü haline gelen ve şehri bir anlamda tehdit eden söz konusu alanların tekrar şehre kazandırılması amacıyla çeşitli projeler geliştirilmiştir. Konum ve önemi, yeniden geliştirmenin sebepleri, projelerin organizasyonları ve finansmanları açısından dünyadaki gerçekleşmiş projeler incelenmiştir. İstanbul’da planlanan Galataport Projesine yön vermesi açısından karma kullanımlı projelerdeki turizm fonksiyonun rolü detaylı olarak araştırılmıştır. Galataport örneğinde, yapılabilirlik analizine yönelik olarak, iskonto edilmiş 10 yıllık nakit akışı yöntemiyle finansal fizibilite çalışması hazırlanmıştır. Buradaki amaç; finansman açısından yatırımcının projeye girmesini sağlayabilmek için projenin verimliliğini ve net bugunkü değerini yatırımcının getiri beklentisi açısından ölçmektir. Nakit akışının sonucunda yatırımcının turizmin önemli rol oynadığı yeniden geliştirme projesine girebileceği ortaya çıkmıştır.Waterfronts has been important for humankind during centuries. One of the different land uses in waterfront areas is the ports. As the result of the development of the technology and the change of socio-economical and geographical issues, the port facilities has started to move out of the city in the second half of the 20th century. After the abondement of the ports which used to exist in the most valuable area of the city, there occured inactive and blighted areas. Projects have been developed in order to gentrfy these areas which exists in a certain spot in the city however has become an inactive and also a thread for the city in a way. Previous projects (that has been accomplished) has been examined in matters of location and importance; the reasons of development; organization and finance. In order to lead the Galataport Project which is planned in Istanbul, the role of the tourism function in mixed-use projects has detailly been analysed. In the example of five-star hotel in the Galataport Project, a financial feasibility programme has been prepared with the 10-year discounted cash flow methode for the feasibility analysis. The goal here is to measure the profitability and the net present value of the project according to the investors expectations and in order to have the investor join the project. The only probability for the investor to join the waterfront redevelopment project which tourism plays an important role as a catalyst is according to the result of cash flow.
