Rusya Federasyonu’nda Yatırım Yapacak İnşaat Firmaları İçin Teklif Hazırlama Yöntemleri

Abstract

Bu tez çalışmasında Rusya Federasyonu’nda yatırım yapan bir inşaat firması için teklif hazırlama yöntemleri araştırılmış ve elde edilen bilgiler bir rehber niteliğinde sunulmuştur. Birinci bölümde Rusya Federasyonu’nda 20. yüzyılın son çeyreğinde meydana gelen ve tüm dünyayı etkileyen sosyoekonomik olaylardan bahsedilmiştir. İkinci bölümde ülkenin genel tanıtımı yapılmış, idari yapı, genel ekonomik durum üzerinde durulmuş ve Türkiye ile olan ticari ve ekonomik ilişkiler tanıtılmıştır. Üçüncü bölümde Rusya’da yapılacak olan ihalelerde uygulanacak esas ve usuller kapsamında ihalelerin taraflarının hak ve sorumlulukları, ilan edilmesi, dokümantasyonu ve sözleşmenin imzalanması süreçlerinde yaşananlar incelenmiştir. Dördüncü bölümde Rus inşaat sektöründe kullanılan sözleşmelerin tipleri ve içerikleri tanıtılmış ve kontrollük müessesinin yetkileri hakkında bilgi verilmiştir. Beşinci bölümde projelerin yaklaşık maliyetlerinin hesaplanmasında kullanılan birim fiyat ve rayiçlerin oluşturma aşamalarından, işçilik, makine ve teçhizat, malzeme ve proje genel giderlerinden söz edilmiştir. Altıncı bölümde değişik proje tipleri için proje teklif fiyatının belirlenmesi esnasında dikkat edilmesi gereken hususlar irdelenmiştir. Tezin yedinci bölümünde yapılan çalışmanın hakkında genel değerlendirme yapılmıştır.

In this thesis the proposal preparation methods for a construction firm making investments in Russian Federation are investigated and the results are presented in a guide form. In the first section the socioeconomic events that happened in the last quarter of the 20th century affecting the whole world are mentioned. In the second section the country, administrative issues, general economical status and relationships with Turkey are introduced. In the third section, the tender phase in Russian Federation is discussed with respect to tender documentation preparation, announcement and signing of the contract. In the fourth section the contract types used are introduced and brief information about the controlling establishment is given. In the fifth section preparation of the unit prices used in the cost estimation and prices for the workmanship, material and machinery are discussed. In the sixth section key points that have to be kept in mind while estimating the cost of different types of projects are mentioned. In the seventh section a brief discussion of the content of the work is done.
