İstanbul Kıyılarında Mekansal Dönüşüm: Güncel Projelerden Örnekler

Abstract

Kentsel Dönüşüm, Kentsel Yenileme, Kentsel Yenileşme kavramları ülkemizde gerek akademik çevrede gerekse uygulama alanında sıklıkla tartışılan bir konu haline gelmiştir. Bu çalışmada incelenmek istenen ülkede, özellikle de 1950’lerden sonra ortaya çıkan değişimlerin İstanbul’un kentsel kıyı mekanına etkileridir. Değişimler, İstanbul kıyılarının geleneksel karakteri ve kent ile organik ilişkisinin dönüşen kent mekanına etkileri olarak incelenmektedir. Kıyı kavramı ve kıyı alanlarının kentler için önemi ve kentsel dönüşüm kavramının dünyada ve ülkemizdeki, gelişim süreci açıklanmış, İstanbul’un kıyı kenti özelliğinin tarih sürecindeki değişimi anlatılmıştır. Kentsel dönüşüm konusunun daha derinlemesine anlaşılması, bu projelerin nasıl gerçekleştirildiği ve nasıl bir modele dayandırıldığının anlamak, Türkiye’nin kendi dönüşüm modelini oluşturmasına katkıda bulunabilmek için dünyada önde gelen kentsel dönüşüm projelerinden Barselona örneği incelenmiştir. İstanbul kentinin diğer dünya kentleriyle rekabet edebilmesi ve olumlu yönde gelişebilmesi için bütüncül bir planlama anlayışının benimsenmesinin gereklilikleri ortaya konmuştur.

Urban regeneration, Urban Renewal, Urban Innovation concepts and implementation in both academic circles and in practice has often been discussed in our country. This study analyzes the effects of the changes that has especially been occured after the 1950’s on İstanbul’s coastal locations. Changes are examined within the effects of the traditional character of İstanbul shore and its organic relation with the city. How the growth and the development of the city’s own unique identity and historical continuity should be modeled in order to benefit from the advantages of water more, has been discussed. The concept of coastal, the importance of the coastal areas for the cities and the developmental process of the concept urban transformation both in our country and in the world has been explained. In addition, the developmental process of the coastal characteristics of İstanbul is explored. Barcelona-one of the most important urban regeneration projects in the world has been examined in order to clarify the urban regeneration topic, how these topics were carried out and how it was based on a model to contribute Turkey’s regeneration model. It is indicated that a holistic planning concept should be applied in the projects that are carried out in İstanbul in order to compete with other world cities.
