İnşaat Sektöründe Fizibilite Aşamasında Maliyet Tahmini Yapmakta Karşılaşılan Zorluklar Ve Çözüm Önerileri Üzerine Bir Değerlendirme

Abstract

Yatırımcı, yatırım için gerekli finansmanı sağlayabilmek için yapacağı yatırımın bütçesini bilmek ister; Yükleniciler tarafından bakıldığında ise uygun fiyat vererek ihaleyi kazanmak için maliyeti doğru tahmin etmek isterler. Hem yatırımcı, hem yüklenici için doğru maliyet tahmini çok önemlidir. Bu çalışma kapsamında ön inşaat maliyeti tahmini yapmakta karşılaşılan sorunlar ve bu sorunlara çözüm önerileri incelenmektedir. Türkiye’de bilinen ve uygulanan inşaat maliyeti ön tahmini yöntemleri literatür taraması sonucu elde edilmiş ve Türkiye’de ön maliyet tahmini yapmakta karşılaşılan zorluklar ve çözüm önerileri düzenlenen bir anket ile araştırılmıştır. Yapılan anket sonucunda Türkiye’de ön maliyet tahminin sapma oranları faaliyet alanlarına göre ayrı ayrı belirlenmiştir. Ön maliyet tahmini yaparken karşılaşılan zorlukların nedenleri olarak, ön maliyet tahminine yeterli zaman ayrılmaması, işverenlerin beklenti ve taleplerini değiştirmesi, dalgalanmalı enflasyon oranına bağlı fiyat değişiklikleri, inşaatın doğası gereği ortaya çıkan öngörülemeyen maliyetler ve şirket ve devlet istatistikleri dayalı veri depolarının ihtiyaç duyulduğu saptanmıştır. Araştırma sonucunda ortaya çıkan çözüm önerileri ise proje sonlarında verilerin düzenlenerek depolanması ve bilgiye dönüştürülmesi, proje yöneticilerinin maliyet odaklı olarak yönetimlerinin sağlaması iyi bulunan çözüm önerileri arasındadır.

Investor intends to know the investing budget to supply the necessary finance. From the point of view of the subcontractors, they need to estimate the cost accurately to declare the optimum price for the bid. So it is essential to know the cost by the investors and contractors also. This study aims to research the problems of cost estimation for the construction projects and propose solutions for them. Cost estimating methods that are used frequently in construction sector in Turkey are obtained after the literature study. Also problems that the professionals faced with about cost estimating and solutions are investagated by using questionary method. In conclusion of the questionaries; cost estimating deviation ratios are determined seperately as type of the project. The reasons that cause the problems for cost estimating process; not enough time for estimating, the change of the demands and expectations of investors, change in price by the volatile inflation, contingency bdue to the the nature of the construction projects, not enough data base systems existed by firms and government. In conclusion of this study; solutions are as developing data base system when the project has finished and transfer these datas as efficient information and project managers need to qualify with the cost-based managerial skills.
