Yüklenici Firmalar İçin Proje Temin/teslim Yaklaşımı Seçimine Yönelik Bir Enformasyon Sistemi Önerisi

Abstract

Bu çalışmanın hedefi, proje temin/teslim seçimini etkileyen faktörleri tanımlamaya olanak veren; proje temin/teslim sistemi seçim kriterlerini ve kriterler arası iç ilişkileri analiz edebilen; kolay anlaşılır ve kullanımı kolay bir kavramsal ve nesnel yapıya sahip; geçmiş tecrübelere ait verilerin sistematik bir veritabanı düzeninde kaydedilmesini sağlayarak, bu verilerin analiz edilmesine olanak sağlayan; geçmiş tecrübelere dayalı olarak yapılan kıyaslamalarla içinde bulunulan duruma ilişkin operasyonel ve stratejik düzeyde kararlar alınmasına yardımcı olan bir karar destek sistemi yapısı özelliği göstererek sözleşme yönetim kalitesini geliştiren bir veritabanı modeli oluşturmak olmuştur. Kavramsal boyutta tasarlanan bu model, MS Access 2000 yazılımı kullanılarak ilişkisel veritabanı modeline dönüştürülmüş ve “SYS-Sözleşme Yönetim Sistemi” isimli yazılım geliştirilmiştir. Geliştirilen modelin kavramsal ve nesnel boyutta sunduğu uygulanabilir, kolay anlaşılır yapısı ve benzer çalışmalarda görülen eksiklikleri gidermesi nedeniyle, uygulamada karşılaşılan bu soruna bir ölçüde çözüm getirebileceği düşünülmektedir.

The main aim of the study was to develop a database model providing the opportunity to define entire parameters, defining entire project procurement/delivery system selection criteria and the relations between the criteria, with an easily understood and employed conceptual and objective structure, providing record of the data of the past experiences within a systematic database format, facilitating an analysis of such data, assisting in making operational and strategic level decisions to the situation according to comparisons based on past experiences, developing contract management quality with a decision support system for making strategic decisions. The model, designed in the conceptual dimension, was converted into a relational database model using MS Access 2000 software and in turn, the software named “SYS – Contract Management System” was developed. The practical, easily understood structure of the developed model in the conceptual and objective dimension and its eliminating of the deficiencies of similar studies would somehow provide a solution for the problem faced in the literature.
