Ro-ro Taşımacılığı Ve Türkiyedeki Uygulamalar

Abstract

Ülkemiz ihracatının ve ithalatının en temel unsuru durumuna gelen; RO-RO taşımacılığımızın geliştirilmesi ile, çağdaşlaşma ve dünya ile entegrasyonunda atılımlar içinde olan ülkemizin, hem maddi hem de manevi kazançları büyük olacaktır. Bu konuda en büyük atılımı yapan UN RO-RO, filosunu yüksek kulvarmetreli gemilerle yenileyerek, ülke taşımacılığına ivme kazandırmıştır. RO-RO kavramı gibi; RO-PAX kavramı da tekerlekli yüklerin taşınması yanında onikiden fazla yolcu taşınması prensibine dayanır. RO-LA; RO-RO taşımacılığını geliştirmeye yönelik kombine taşımacılığın etkin bir türüdür. Yabancı ülkelerde yaşanan geçiş belgesi sorununun çözümü, bu taşıma türünün gelişmesiyle sağlanmıştır. Mevcut hatlardaki doluluk oranlarının arttırılması ve karayollarındaki ağır trafik yükünün, denizyoluna kaydırılması önem arz etmektedir. Yeni RO-RO hatlarının açılması için, kapanan hatlardaki temel sorunların tespiti ve gerekli fizibilite çalışmalarının, hem navlun ücretleri hem de karayolunda taşıma maliyetleri açısından; ciddi biçimde yürütülmesi gerekir. Çeşitli teşviklerin verilmesi, bürokrasinin zorluklarının azaltılması, dış ülkelerle yürütülecek temaslarda, özellikle ülkemiz taşımacılarının karşılaşmakta oldukları vize ve geçiş belgesi gibi sorunların üzerine gidilerek, Gümrük Birliği üyesi olan ülkemizin haklarının daha iyi savunulması, ülkemizin de coğrafyasının sağladığı avantajları kullanma, dışa açılma gibi gayeleri gerçekleştirme adına, bu taşımacılık biçimini daha da verimli hale getirecektir.

With the improvement of our RO-RO transportation which has become the main element of our country’s import and export, the material and spiritual benefits of our country which has been in progress to integration with the world, will be huge. UN RO-RO who has taken the first step, has accelerated the country’s transportation with renewing their fleet by vessels of longer lanemeters. RO-PAX concept, depends on the principle of carrying more than 12 passengers with the rolling loads as well as RO-RO concept. RO-LA, is an efficient way of intermodal transport in means of developing the RO-RO transport. The solution to the problem of pass-documents problems which have been met in foreign countries, have been achieved by the improvement of this transport type. İncreasing the fullness rates at the present lines and shifting of the heavy traffic loads from roads to the sea, is important. For the opening of new lines, the analyze of the basic problems on the closed lines and feasibility studies both from the side of frieght rates and the costs during road transportation, should be well executed. By giving various incitements and decreasing of the bureaucratic difficulties, by going onto the problems like visa and pass-documents which especially our transporters meet, during the negotiations between the foreign countries; and by defending our countries’ rights due to its membership of the Union of The Customs, for the aim of using our geography’s advantages, for integration to the outer, this type of transportation will be in a much more efficient manner.
