Gayrimenkul Geliştirme Süreçlerinin İyileştirilmesi: Bir Uygulama Örneği

Abstract

Bu çalışmada son on yıldır büyük gelişmeler göstermekle birlikte birçok yapısal sorun ile mücadele eden gayrimenkul geliştirme sektöründe uygulanan bir geliştirme sürecinin firma bazında iyileştirilmesi çalışması yapılmıştır. İyileştirme çalışmasıyla bir gayrimenkul sektörü firmasında, hata maliyetleri çok yüksek olan uygulama projesi hazırlama sürecinde yaşanan problemlerin çözümü için alınabilecek aksiyonlar belirlenmiştir. İyileştirme çalışması on dört adımdan oluşan süreç iyileştirme yöntemi kullanılarak gerçekleştirilmiştir. Seçilen iyileştirme yöntemi izlenerek, çözüm bekleyen problemlerin kök nedenlerinin; bölümler arası iletişim eksikliği, süreçte sistematik bir işleyişin benimsenmemiş olması ve dış kaynak kullanılarak gerçekleştirilen süreçlerdeki kontrol yetersizliği olduğu tespit edilmiştir. Belirlenen bu kök nedenler, süreçte iş kurallarının tanımlanması, gerekli dokümantasyonun oluşturulması ve prosedürlerin etkili şekilde uygulanması yönünde kontrollerin tanımlanması ve sorumlulukların belirlenmesi şeklinde değişiklikler yapılarak ortadan kaldırılmıştır. Süreçte yapılan değişiklikler, firmanın devam etmekte olan projesinin son etabında uygulanarak test edilmiş ve iyileştirme hedefine uygun olarak uygulama projesindeki hata kaynaklı problemlerin müşteri teslim sürelerinde bir aksama yaşanmayacak şekilde azaltılması sağlanmıştır. Süreç iyileştirme sonucunda uygulama yapılan gayrimenkul geliştirme firmasında sektörün kurumsallaşamama sorununun bir yansıması olan geliştirme süreçlerinde sistematik bir işleyişin olmamasından kaynaklanan problemler kabul edilebilir düzeye indirilmiştir.This study performed a firm based improvement of a development process applied in real estate development sector has a substantial growth for last decade, although has an increasing acceleration, has been struggled for structural problems. Thorough this improvement study it was determined that the actions to solve the problems can be occurred in application project preparation process. The improvement study was performed by using the fourteen step process improvement model. At the end of the process improvement study, it was determined that the root causes of the problems are the lack of coordination between departments, unsystematic business processes and inefficient control of outsourced process. These root causes, were overcome by changing the process structure. These changes include the definition of the business rules, composition of the mandatory documents and determination of the control points and responsibilities for the best practices of the procedures. The changes, implemented in process, were tested by performing at the last lap of the current project and the problems, grow out of fault in application project, were minimized by providing on time customer delivery. As a result of the process improvement performed in the implementation part of this study, in the selected real estate firm, the problems which are the reflection of issue of incomplete institutionalization of real estate sector were decreased at acceptable level.
