Kalite, Çevre, İş Sağlığı Ve İş Güvenliği Yönetim Sistemlerinin Entegrasyonu

Abstract

Teknolojik gelişmenin insan gereksinimi ve beklentilerini karşılamasındaki yararların yanında, çevre ve insan sağlığını da ilgilendiren riskleri de beraberinde getirdiği bilinen bir gerçektir. Gelişen dünya ile birlikte kuruluşlar birçok yönetim sistemi standartı ile tanıştılar. Genel olarak yönetim sistemleri kuruluşların faaliyetlerini kontrol altında tutmalarını amaçlamaktadır. Yönetim sistemlerinin yüksek kalitede ürün ya da hizmeti garanti eden sistemler olduğunu söylemek yanıltıcı olabilir. Doğal olarak bir yönetim sisteminin varlığı kuruluşun iyi ürün ve hizmet sağlamasına yardımcı olacaktır. Kalite yönetim sistem standardı olan ISO 9000 kuruluşun faaliyetlerini kontrol altında tutarak müşterinin istediği nitelikte ürün ya da hizmeti verebilmesini sağlamayı amaçlamaktadır. Çevre yönetim sistem standardları ise kuruluşun faaliyetlerini kontrol altında tutarak, çevreye verdikleri dolaylı veya dolaysız tüm etkileri minimize etmelerini sağlamayı amaçlamaktadır. Güvenlik yönetim sistemi standardlarının amacı ise yasa ve mevcut yönetmelikleri dikkate alarak düzenli, güvenli ve sağlıklı bir çalışma ortamını işletmektir. OHSAS 18001, kuruluşun bir güvenlik yönetim sistemi kurmasını ve sürdürmesini gerektirir. Kalite, Çevre ve Güvenlik Yönetim Sistemlerinin birleşimi olan Entegre Yönetim Sistemleri, şirketin yönetim sisteminin uygulanması, başarıya ulaştırılması, gözden geçirilmesi ve idamesini amaçlayan; bu doğrultuda kuruluş yapısı, planlama faaliyetleri, prosedür ve uygulamalarının da yardımıyla şirketin çevre ve insan sağlığına olan olumlu ya da olumsuz tüm etkilerini kontrol altına almasını sağlayan bir parçasıdır. Bu çalışmanın amacı TEE A.Ş. SUTEM İşletmesi’ndeki ISO 9001, ISO 14001 ve OHSAS 18001 Sistemlerinin kurulması ve yürütülmesi aşamalarındaki çalışmaların bir özeti olup, bu konuda çalışmalara başlayacak şirketler için bir çerçeve oluşturmaktadır.

Management system defines what organizations make to control its processes and activities and the way they make. The larger the dimension of the organization, the greater is the possibility of using documents and forms at work. These shows us that there is a systematic by making job and that the consumption of resources (money, time etc.) are under control of senior managers. Technological improvement brings environmental and human health risks with by making our lives easier. It will be also not true to say management systems guarantee high quality products or services. But the existence of a management system will help the organization to produce more efficiently. The quality management system standarts ISO 9000 Series aim to present high quality products and services to the customer by getting the activities of the organization under control. The aim of environmental management system standarts ISO 14000 Series is to reduce the direct and indirect effects of the organization to the environment by controlling its activities. The aim of safety management system standarts OHSAS 18001 is to operate a safe and health working area by paying attention to relevant laws and regulations. In the last decade of the rapid changing world, with the understanding of the necessity of the sustainable development concept application, a mentality which does not consume the resources and pollute the environment and which gets the optimum benefit from limited resources has been more and more concerned both by firms and civil people. As a result of the short-term planning projects, we may not be able to live our future. Therefore, the governments and the companies started to undertake the responsibility of the environmental and health protection. They have understood that it will not be able to prepare a healthy and safe future with the temporary solutions. Parallel to this tendency and conscious, the importance of ISO 9001, ISO 14001 and OHSAS 18001 are getting more important around people. TEE S.A. is a company which has this mentality, has been carried out the quality, environmental and safety activities for years.
