Bir inşaat projesinde proje çizimleri ve malzeme onay-akış ve prosedürleri

Abstract

Bu çalışmada sözü edilen inşaat projesi; Türkiye İş Bankası Genel Müdürlük Kompleksine aittir. Proje ekibi, İşveren (TC. İş Bankası), Ana yüklenici (TTS=Tepe İnşaat San. AŞ. - Turner Steiner Int. SA.) ve Kontrol Teşkilatı (Wiedleplan) olarak üç kısımdan oluşmaktadır. Ana yüklenici firma, bu projeyi yabancı bir ortak ile (Turner Steiner) konsorsiyum (joint venture) olarak yürütmektedir. 4. Levent' te halen inşaatı sürmekte olan bu projede kullanılan, proje çizimleri ve malzeme onay-akış ve prosedürlerinden bahsedilecektir. Yazar; bu inşaat projesindeki, Ana yüklenici (TTS=Tepe İnşaat San. A.Ş. - Turner Steiner Int. SA.) firmada planlama departmanında çalışmaktadır. Bu çalışmada asıl görevi olan, onay akışının işleyişi ve kontrolünden bahsedecektir. Çalışmanın amacı; Ana yüklenici firmanın, kendisinin ve alt yüklenicilerinin sunması gereken malzeme ve projelerin, akış sisteminin belirlenmesidir. Sistemin tanıtılıp, aksayan yönleri üzerine gerekli önerilerin getirilmesi ve böylece sistemi daha etkin hale getirilmesidir. Bu çalışma; üç ana bölümde incelenmiştir. İlk bölüm, projenin genel olarak tanıtılmasını ve onay işlemlerinin projedeki yerini içermektedir. Bu bölümde ayrıca Ana Sözleşmede, Teknik Şartnamede ve sözleşeme yönetimi konusunda onay işlemlerinin yerinden de bahsedilecektir. İkinci bölüm onay işlemlerinde kullanılan raporların genel açıklamasını içermektedir. Konunun asıl olarak irdelendiği gelişme bölümü üçüncü bölümdür. Burada onay akış sitemindeki raporlarınım (E1234 Raporları) Ana yüklenici ve Alt yükleniciler açısından nasıl kullanıldığından bahsedilecektir. Yazar; sonuç bölümünde, amacımıza ulaşılıp ulaşılmadığından bahsedecektir. Gerekli önerileri getirerek onay işlemlerinin daha etkin hale nasıl getirileceğinden bahsedecektir. Bu çalışmada, yapı işletmesi yüksek lisans programında işlenen "project management, sistem planlama, contract admistriation" derslerinden de yararlanılmıştır.

The construction project that is mentioned in this study is; Türkiye İş Bankası Headquarters Complex. Project team is; Owner (Türkiye İş Bankası), contractor (TTS=Tepe İnşaat San. AŞ. - Turner Steiner Int. SA.) and design consultant. Contractor has a joint venture contract with foreign company. In this study, shop drawings and material procurement status logs for the ongoing project at 4.Levent/lstanbul will be explained. The author is working in planning department on contractor. Her duty is to control submittal logs of contractor and subcontractors. The purpose of the study is to mentioned the systems of contractor and subcontractors and make suggestions on to problems of submittal flow.The study is investigated in three chapters. In the first chapter, construction project is introduced and an approval system in this project is explained. Some reports are used for shop drawings and material procurement. These reports are;. Contractor/Subcontractor's Submittals & Procurement Status Log E1&E2 Reports The purpose of Contractor/Subcontractor's Submittals Log (E1 report), is to monitor the process of submitting Contractor / Subcontractor's Transmittals and their respective approval actions by the Architect.. Contractor/Subcontractor's Shop Drawings & Architectural Drawings Submittal Status Log E3&E4 Reports These reports are about static and architectural drawings. All submittals must be written in these reports. The purpose of "E3&"E4n is to control shop drawing's status by the actions and according to schedule to see which shop drawings have to be draw. The project engineer make a weekly program for all the departments. In the third chapter of the study, the effective use of reports by the contractor and subcontractors is examined. The contractor shall control the Subcontractor's submittals reports (E123). Contractor also use this reports for static, architectural and procurement departments. "E4" report is only for architectural shop drawings and only use by contractor. The coordination of submittals is through contractor. In the final chapter, author will be discuss weather the intended aim of the study is reached or not and also the author will present the necessary precautions in order to use submittals procedures more effective. In this study, author make use of the given courses at construction management graduate school such as project management, system planning and contract administration.
