İnşaat sektöründe AHP yöntemi ile alt yüklenici seçimi: Bir konut projesinde uygulama

Abstract

Bu çalışmanın amacı, inşaat sektöründe ana yüklenicilik hizmeti veren işletmelerin üstlendikleri projelerde en uygun alt yüklenicileri seçmelerini sağlamak amacıyla, analitik hiyerarşi proses yöntemi kullanarak bir karar destek modeli geliştirmektir. Bu amaçla, öncelikle literatür taraması yapılarak alt yüklenici seçim sürecinde etkili olan kriterler belirlenmiş ve amaç, ana kriterler ve alt kriterlerden oluşan bir karar hiyerarşisi oluşturulmuştur. Daha sonra ise, ana yüklenicilik hizmeti veren bir işletmenin İstanbul’da gerçekleştirdiği bir konut projesinde hafriyat, zemin kazık, iksa ve kaba inşaat ana iş kalemlerini üstlenecek olan alt yüklenicileri seçimi sürecinde önerilen yöntem uygulanarak modelin etkinliği test edilmiştir. Günümüzde inşaat sektöründeki teknolojik gelişmeye bağlı olarak rekabet ortamı da hızla artmaktadır. Artan rekabet ortamında ana yüklenici firmaların sektörde fark yaratabilmeleri çalıştıkları alt yüklenici firmaların iyi olmaları ile doğru orantılıdır. Alt yüklenici sayısının sürekli arttığı, ciddi rakamların konuşulduğu ve zaman ile yarışıldığı bu süreçte doğru alt yükleniciyi seçmek çok da kolay olmamaktadır.

The purpose of this study is to develop a decision support model using analytical hierarchical process management in order to enable organizations providing prime contractor services in the construction sector select the most suitable sub-contractors for the projects they have undertaken. For this purpose, literature search has been carried out initially in order to determine the criteria that affects the sub-contractor selection process and a decision hierarchy comprised of key criteria and sub criteria has been created. Afterwards, effectiveness of the model was tested by applying the suggested method during the selection of a sub-contractor that will be undertaking excavation, soil piles and shoring and structural works in a housing project in İstanbul for a company that provides prime contractor services. Competition in construction sector increases with technological improvements in the sector. In this highly competitive environment, the capability of prime contractors to make a difference in their sectors is directly proportional with the capabilities of their sub-contractors. It is not that easy to select the right sub-contractor during the process in which the number of the sob contractors increase continuously, money is big and time is of the essence.
