Karma Kullanımlı Proje Geliştirme Süreci: İzmir Salhane Projesi Örneği

Abstract

Birden fazla kullanımın birlikteliğini içeren karma kullanımlı proje geliştirme süreci, tek kullanım içeren projelere göre daha kapsamlı bir yapıya sahiptir. Bu bağlamda, karma kullanımlı proje geliştirme sürecinin farklı bir kapsama sahip olduğunu ortaya koymak amacıyla tez çalışmasında karma kullanımlı proje geliştirme süreci ele alınmıştır. Tezde, ilk olarak karma kullanımlı projelerin tanımı yapılmış ve sonrasında; geliştiriciler, süreç yönetimi, geliştirme koşullarının değerlendirilmesi, planlama ve geliştirme başıkları altında konu detaylı olarak ele alınmış, geliştirme sürecinde geliştiriciler açısından ortaya çıkan zorluk ve fırsatlar değerlendirilmiştir. Bu değerlendirmeler ışığında İzmir Salhane Projesi, karma kullanımlı proje geliştirme sürecine örnek oluşturması açısından ele alınmış, süreç içerisinde geliştirici açısından ortaya çıkan zorluk ve fırsatlar belirlenmiş ve projenin değerlendirilmesi yapılmıştır. Çalışmanın sonuç bölümünde, tez çalışması kapsamında yapılan literatur araştırmaları, sektörde yer alan profesyonellerle görüşmeler, yurtdışı ve Türkiye’de incelenen örnekler ve çıkarımlar ile İzmir Salhane Projesi geliştirme sürecinin değerlendirilmesiyle elde edilen veriler doğrultusunda, Türkiye’de karma kullanımlı projelerin geliştirici, kullanıcı ve kent mekanı açısından değerlendirilmesi yapılmış, projelerin sundukları fırsatlar, karşılaşılan zorluklar ve zorluklara yönelik çözüm önerileri ortaya konulmuştur.

Mixed use development process has a more complex structure compared to a single functioned one, since it has an integrated programme of different land uses. In this context, in order to demonstrate that a mixed used project has a more complex and different scope and agenda, ‘mixed use project development process’ has been researched within the thesis. In the thesis, first, the term of ‘mixed use project’ has been determined, after that a detailed research has been prepared comprising the contents; developers, process management, market analysis and evaluations, planning and development. While arguing these contents, the opportunities and the problems that developers experience and deal with during the development process, have also been stated. İzmir Salhane Project have been evaluated as the case study of this work in the context of mixed use development. The opportunities and problems, concerning İzmir Salhane Project development process has been stated and the project itself has been evaluated. In the conclusion part of the thesis, with the literature research, personal interviews with the professionals in the market, local and international case projects studied in this work, evaluations and inferences from İzmir Salhane Project case study, mixed used projects and development process has been evaluated for both developers, users and urban places first. Then, the problems and opportunities for developers have been determined with the formulas adressing to these problems.
