Satınalma Ve Risk Yönetiminin Tedarik Zinciri Yönetimindeki Yeri

Abstract

Satınalma fonksiyonu, malzeme ve hizmetlerin doğru kalitede, doğru miktarda, doğru zamanda, doğru fiyatla, doğru kaynaktan sağlanması için çalışır. Malzeme ve/veya hizmet satınalan her firma tedarik süreci içerisinde bazı risklerle karşılaşabilir ve bu riskler tüm tedarik zincirini olumsuz yönde etkilemek yoluyla firmaya çok önemli zararlar verebilmektedir. Bu çalışma, satınalma risklerini, satınalma bölümlerinin bu risklerin ortaya çıkmasını önlemek veya etkisini minimize etmek için ne gibi risk yönetimi faaliyetleri yaptıklarını ve son olarak da satınalma bölümünün performans ölçümlerini incelemeyi amaçlamaktadır. Araştırmada, firmaların karşılaşabilecekleri tedarik (satınalma) riskleri, fiyat/maliyet riski, kalite riski, tedarikçinin kapasite kısıtı riski, tedarikçinin finansal durumu riski, geç teslimat riski, elde edilebilirlik riski, döviz riski, doğal afet riski ve ekonomik/politik/yasal riskler olarak dokuz grupta incelenmiştir. Satınalma performansı ise finansal performans, ürün/kalite performansı ve lojistik performansı boyutları halinde çalışmaya dahil edilmiştir. Firmaların satınalma risklerinden ne kadar haberdar olduklarını ve yaptıkları risk yönetimi faaliyetlerini ve satınalma bölümlerinin performans düzeyini belirlemek için satınalma bölümleri tarafından cevaplandırılan bir anket hazırlanmış ve imalat firmalarına uygulanmıştır. Bu anketin uygulanması sonucunda üretim firmalarının büyük bir çoğunluğunun tedarik zincirini olumsuz yönde etkileyebilecek risklere karşı önlemler(birden fazla tedarikçi kullanma, emniyet stoku bulundurma vb.) aldıkları belirlenmiştir. Üretim firmalarının, sözü edilen tedarik risklerinden kalite riski, tedarikçinin kapasite kısıtı riski ve geç teslimat riskine, döviz riski, doğal afet riskine göre daha fazla önem verdikleri de elde edilen sonuçlardandır. Bu araştırma, hem satınalmada risk yönetiminin tedarik zinciri üzerindeki önemli etkisine dikkat çekecek kuramsal bir model oluşturması açısından hem de Türkiye’deki üretici firmaların tedarik riskleri ve risk yönetimi faaliyetleri bakımından ne derecede bilinçli olduklarının belirlenmesine yardımcı olması açısından önem taşımaktadır.

Purchasing function deals with obtaining the materials and services with the right quality, in the right quantity, at the right price, from the right source and at the right time. Every firm which purchases materials and services from outside may come face to face with some risks; and these risks can make detrimental effects to the firms via the entire supply chain. This study deals with these supply risks, the risk management activities purchasing departments perform in order to avoid or minimize these supply risks and the performance of the purchasing department. The supply risks that are examined in this study are price/cost risk, quality risk, availability risk, supplier capacity risk, supplier’s financial stability risk, late delivery risk, currency risk, natural disaster risk and economic/political/legal risks. Purchasing performance is included to the study as the financial performance, product quality performance and the logistics performance dimensions. A questionnaire is formed to determine whether the purchasing departments are aware of these supply risks and perform risk management activities, and to determine the performance of these purchasing departments. The questionnaire is conducted to the purchasing departments of the manufacturing firms of Turkish industry with the objective of determining the level of supply risk management and the purchasing performance of the manufacturing firms. The results of this study show that the firms are aware of most of these supply risks and take preventive actions against these risks. Another result of the study is that the firms pay more attention to quality, on time delivery and supplier capacity risks than other risks such as currency risk and natural disaster risk. The important aspect of this study is not only forming a conceptual framework in order to call attention to the impacts of the supply risks to the supply chain, but also determining the awareness of Turkish manufacturing firms of the supply risks.
