Türkiye’de Başarılı İnşaat Projeleri İçin Bir Kurumsal Yapılanma Modeli

Abstract

Tez çalışmasında Türkiye’de başarılı inşaat projeleri gerçekleştirmek amacıyla bir kurumsal yapılanma modeli geliştirilmiştir. İnşaat proje sürecine doğrudan katkısı olan sistemler ve bu sistemleri tasarlayan kurumsal yapı, modelin ana bileşenleri olarak yapılandırılmıştır. Buna göre inşaat sınıflandırma sistemleri, standart inşaat dokümanları, uygulama araçları ve kılavuzlar, yönetmelikler ve standartlar ve meslekler ve eğitim sistem bileşenleri olarak tanımlanmıştır. Kurumsal yapı kapsamında ise şartname ve doküman kuruluşları, yönetmelik ve standart kuruluşları, mesleklerle ilgili kuruluşlar ve diğer kuruluşlar incelenmiştir. Çalışmada öncelikle ABD, İngiltere ve Kanada’da mevcut sistemler ve kurumsal yapı araştırılmış ve Türkiye’deki mevcut durum bu örnekler doğrultusunda karşılaştırmalı olarak incelenmiştir. Bu doğrultuda, Türkiye’de nicelik olarak eksik ve nitelik olarak yetersiz sistemler ve kurumlar belirlenmiştir. Bu eksikliklerin ve yetersizliklerin proje üretim sürecinde ortaya çıkardığı problemler ve bu problemlerin projelerin başarısına olan etkileri vurgulanmıştır. Bu tespitler doğrultusunda Türkiye için kurumsal yapılanma modeli; sistem, format ve dokümantasyona ilişkin yapılanma, yönetmelik ve standartlara ilişkin yapılanma, mesleklere ilişkin yapılanma ve diğer sistemlere ilişkin yapılanma olmak üzere dört temel grupta kurgulanmıştır. Modelde her bir grupta yer alan kuruluşlar için öncelikle temel işlevler tanımlanmıştır. Daha sonra kuruluş yapılanmaları; kuruluş amaçları ve misyonu, kurumsal işlevleri, organizasyonel yapı ve bu konulara yönelik öneriler doğrultusunda açıklanmıştır.

In this study, an institutional structuring model is developed for the successful construction projects in Turkey. The main elements of the model were developed as; systems directly affecting the project process and institutional structure that design these systems. System components are composed of five parts including; classifications systems, construction documents, application tools and guides, codes (regulations) and standards and professions and education. Institutional structure is explained within four organizational divisions that are; specification and document organizations, code and standard organizations, organizations related to professions and the other organizations. System components of United States of America, United Kingdom and Canada construction industries were examined and the present situation of Turkish construction industry is investigated in comparison with the examined industries. In this context, the missing systems and organizations of Turkey that are incomplete in quantity and insufficient in quality are identified and the problems posed by the incompleteness and insufficiency and their impact to the project success are emphasized. The institutional structuring model is developed in four groups that are; organizations relevant to system, format and documentation, organizations relevant to the codes and systems, organizations relevant to the professions and organizations relevant to other systems. At first, basic functions of each of the organizations in a group are defined. Afterwards, the development for the institutional structure of the organizations were suggested by; mission and vision, institutional functions and the management structure.
