Türkiye'nin Bölgesel Gelişim Süreci Ve Yeni Bölgecilik

Abstract

Günümüzde giderek hızlanan bir sosyal ve ekonomik değişim süreci yaşanmaktadır. Bu süreçte mekana bakış açısı değişmekte,farklı söylemler ortaya çıkmakta ve geçmişte tanımlanan kavramlara yüklenen anlamlar değişime uğrarken, vurgulamalar farklılaşmaktadır. Bu çerçevede değişen bölge kavramı, ilişki ağı ile belirlenen, mekansal süreklilik sorunu olmayan, yerellerin oluşturduğu, uluslararası ilişkilere doğrudan açılan, sınırları değişken bir birim olarak tanımlanmaktadır. Bölge kavramının değişen anlamı ve bölge tanımlama kriterleri, bölgesel gelişme sürecininde yeniden değerlendirilmesini zorunlu kılmıştır. Bu tezde bölgesel gelişmenin yeni gündemi olarak kullanılan yeni bölgecilik ve ilişkili kavramların, dünyadaki örnekleriyle açıklanması, yeni bölgecilik ve yeni kavramların Türkiye deki bölgesel politikalara yansımaları ortaya konmaya çalışılmıştır.

There has been continuosly increasing socio-economic transformation process. The approach to the space has been also changed related to this process and new concepts have occured with their new meaning. At this framework, the concept of region has also changed and defined as unit which is determined with its interaction network is constitued by locals, is opened to international relations directly and has flexible boundaries. In this thesis, it wıll evaluate the concept of new regionalism and other related concepts as new agenda of regional development by looking from experiences in the world.It wıll try to put forward reflection of the new concepts and new regionalism to the regional policies in Turkey.Therefore, whileit will evaluate the definition of regioni definition criterion of region,regional planning and regional development policies, it wıll put forward the process related to concept of region and it will give some further explanations for the future regional policies in Turkey.
