Yeşil Bina Sertifika Sistemlerinin İncelenmesi Türkiye’de Uygulanabilirliklerinin Değerlendirilmesi

Abstract

Tez çalışması kapsamında “Yeşil Bina” kavramı ve sertifikalı yeşil bina değerlendirme sistemleri incelenmekte, Türkiye’deki çerçeve değerlendirilmektedir. Çalışmada, dünyada yeşil bina tasarımı ile ilgili çerçeve tanıtılmış, Türkiye’de yeşil bina, enerji verimliliği ve sertifikalandırma sistemleri ile ilgili çalışmaların genel bir değerlendirilmesi yapılmıştır. Tez çalışmasının ana amacı; Türkiye’de kullanılacak bir yeşil bina değerlendirme sisteminin bölgesel, ekonomik ve sektörel koşullara adapte edilmesi gerekliliğini ortaya koymak ve bunun için yeşil bina sektöründe yer alan aktörlere düşen görevleri tanımlamaktır. Tezin ikinci bölümünde; yeşil bina kavramı ve değerlendirme sistemlerinin oluşum süreçleri incelenerek dünyada uygulanan başlıca sertifika sistemleri BREEAM ve LEED tanıtılmış, sertifika sistemleri ile ilgili genel bir değerlendirme yapılmıştır. Üçüncü bölümde; sürdürülebilirlik, enerji verimliliği, yeşil bina tasarımı ve üretimi konusunda ülkemizdeki yasal çerçeve tanıtılmış, bu konularda bağımsız kurumlar tarafından yapılan çalışmalar değerlendirilmiştir. Türkiye’de az sayıdaki yeşil bina örneklerine değinilmiştir. Dördüncü bölümde; sertifika sistemlerinin Türkiye’de uygulanabilirliği incelenmiş, karşılaşılan sorunlar ve öneri çözümler üzerinde durularak bir durum değerlendirmesi yapılmıştır. Sonuç kısmında Türkiye’deki yeşil bina sektörünü geliştirmek için öneriler ve değerlendirmeler yapılmıştır.

This thesis studies the “Green Building” concept, certificated assessment systems and the situation in Turkey on this subject. Thesis study also gives the circumstances on green building design in the world and makes an assessment of Turkey’s situation in green building, energy efficiency and rating systems. The main purpose of this thesis is to put forward the necessity of adaptation of green building assessment system that is going to be used in Turkey to regional economic and sectoral requirements and to put forward the tasks of stakeholders in the green building sector. In the second part of the thesis, the formation and content of green building concept are examined and, the two major rating systems in the world; the BREEAM and LEED rating systems are presented and a general evaluation on these systems is put forward. The few examples of gren buildings in Turkey are generally assessed. In the third part, recent independent and legitimate studies on sustainability, energy efficiency and ecological design in Turkey is evaluated and green building cases in Turkey is observed. In the fourth part, feasibility of rating systems in Turkey is observed and an assessment is made according to the encountered problems and the solutions proposed to these problems. In the conclusion, an evaluation and proposal is formed for the development of the green building sector in Turkey.
