Yurtdışı Yol İnşaatı Projeleri İçin Planlama Süreci İşlemleri Ve Afganistan’da Bir Proje Örneği

Abstract

Bu çalışmada çağdaş yönetim tekniklerinden “proje yönetimi” kavramı tanıtılarak, proje (yönetim) planı ve hazırlanışı hakkında bilgi verilmiştir. Afganistan’da yürütülen bir yol inşaatı projesi, proje yönetimi perspektifinde incelenerek fiili olarak projede yapılan uygulamalar ve karşılaşılan sorunlar ayrıntılı bir şekilde açıklanmıştır. Sorunların ana kaynağı olarak; proje yönetim sistematiğinin yeterince kavranılmamış olmasından ve planlama kültürünün eksikliğinden dolayı, proje (yönetim) planı hazırlanmadan uygulama aşamasına geçilmesi tespit edilmiştir. Sorunların proje (yönetim) planı ile çözüleceği savı ortaya atılarak, proje (yönetim) planının sorunların çözümündeki önemi açıklanmıştır. Proje yönetimi anlayışı çerçevesinde yapılan uygulamaların sistemli bir hale getirilmesi ve standardize edilerek bundan sonraki projelerde kullanılması ve planlama işlemlerinde bir kılavuz olarak faydalanılması için yol inşaatı alanında uzmanlaşan şirket yönetimine bir öneri olarak proje yönetim sistemi planlama süreci işlemleri, proje planı örneği ile birlikte sunulmuştur.

In this study the terminologies of modern project management systems are described, project plan and the ways of the project plan preparation are explained clearly. A sample road construction project executed in Afghanistan is examined in perspective of project management. The practices of project and the problems faced during the works are stated. Starting the executing phase without preparation of the project plan is determined as the main resource of problems and using project plan is claimed for the solution of all mentioned problems in the project. The planning phase processes for the overseas road construction projects are explained and in this content, the optimized project plan sample which needs some adaptation for new projects is taken part as a proposal to the company administration whom are expert in road construction projects.
