Sürdürülebilir Kentsel Yenilemenin Değerlendirilmesi: İstanbul Yedikule Mahallesi

Abstract

Bu çalışma, geçtiğimiz yüzyılda dünyada ciddi boyutlarda yaşanan ekolojik kayıpların insan yaşamına olan etkileri bağlamında tartışmaya açılan ve bilimsel alanda önemi gün geçtikçe artan sürdürülebilirlik yaklaşımlarının kentsel yenileme uygulamalarındaki yerini tariflemeyi hedeflemektedir. Bu bağlamda, kentsel yenileme uygulamalarında sosyal, ekonomik ve çevresel boyutları bir arada bütünsel olarak ele alan yaklaşımlar ile sürdürülebilir kentsel yenilemenin gerçekleşebileceği vurgulanmış, ülkemizde özellikle tarihi nitelikli alanlarda 5366 sayılı yasa kapsamında uygulamaya konulan kentsel yenileme çalışmaları değerlendirilmiştir. Yedikule Mahallesi, sürdürülebilir kentsel yenilemenin değerlendirilmesinde çalışma alanı olarak seçilmiş, alanın geçmişte ve bugün sahip olduğu sosyal, ekonomik, çevresel boyuttaki olumlu ve olumsuz nitelikler değerlendirilmiştir. Çalışmanın İstanbul gibi tarihi dokuların yoğun bulunduğu alanlar için sürdürülebilir kentsel yenilemenin önemini vurguladığı ve kentsel mekanın yeniden ele alınması bağlamında, koruma-kullanma dengesinin sağlandığı, değişen dinamiklere uyumlu sürdürülebilir bir kentsel çevre yaratılması yönünde bir açılım getirdiği düşünülmektedir.

Sustainability is a concept that have been brought up for discussion in last century in the context of the ecological losses effecting human life seriously and also which become more signicant in the scientific area gradually. This study aims to define the place of the sustanability approaches within the urban regeneration implementations. In this context, it is emphasized that sustainable urban regeneration could be implemented by the approaches including social, economic and environmental dimensions holistically, also this is evaluated on the current urban regeneration projects in Turkey within the scope of the “Law on the Protection of Deteriorated Historic and Cultural Heritage through Renewal and Re-use” (Act 5366) in the areas that have mainly historic characteristics. Yedikule district has been chosen as a case study in the evaluation of sustainable urban regeneration and the area’s positive and negative characteristics in the past and current social, economic and environmental extents are also assessed. The research is thought to emphasize the importance of sustainable urban regeneration in the dense historic areas like in Istanbul and in the context of reconsideration the urban space, it is also thought to bring an initiative to create a sustainable urban environment compatible with the fluctuant dynamics of urban life in where the balance of protection and utilization is provided.
