ISO 9000 kalite yönetim sistemlerinin harmonizasyon süreci ve bir karar destek sisteminin geliştirilmesi

Abstract

Bu çalışmada, İSO'nun (Uluslararası Standardizasyon Örgütü) organizasyonlarda kalite yönetim sistemlerinin uygulanması için geliştirdiği ISO 9000 serisi standartların geçişine yönelik uyumlaştırma (harmonizasyon) süreci ve 1994 sürümüne göre belgelendirilmiş bir KYS'nin 2000 sürümüne geçişinde kullanılmak üzere önerilen bir karar destek sisteminin geliştirilmesi üzerinde durulmuştur. Bu amaçla öncelikle, kalite yönetim sistemlerinin ve ISO 9000 serisi standartların ortaya çıkışı, 2000' e doğru alınan yol, geçiş süreci ve 2000 sürümü ile getirilen yenilikler üzerinde durulmuştur. Ardından standardın 1994 ve 2000 yılı sürümleri hem maddeler bazında, hem de nitel olarak karşılaştırılmıştır. Çalışmada yapılan uygulamada, standardın 1994 sürümüne göre belgelendirilmiş olduğu varsayılan bir kurumda 2000 yılına göre yapılacak düzenlemeler dokümantasyon sistemi temel alınarak ifade edilmiş; dolayısıyla doküman matrisi kavramı tanıtılarak, her iki sürüme ve birbirlerine uyumlu olacak şekilde, uygulanması muhtemel bir dokümanter yapı geliştirilmiştir. Dokümanter yapıyı oluşturan prosedürlere örnek verilirken, önceki sürümde geçerli olan iki prosedürün nasıl birleşerek yeni sürüme uygun bir prosedüre dönüştüğü gösterilmiştir. Oluşturulan karar destek sistemi, İTÜ İşletme Fakültesi İşletme Bölümü üzernde, bu bölüm bir organizasyon anlamında ele alınarak ve uygulanan prosesler incelenerek uygulanmıştır. Tetkik edilenler yanında, önerilen çeşitli kurumsal bileşenler ve prosesler eşliğinde, daha önce oluşturulmuş muhtemel doküman matrisi baz alınarak düzenlenmiş ve kurumun önce 1994 sürümüne göre doküman matrisi elde edilmiştir. Bu matris, önerilen karar destek sistemi kullanılarak 2000 sürümüne göre yeniden düzenlenmiştir. Harnıonizasyona yönelik vargı ve özet, bir kalite yönetim sisteminin uygulanabilirliğine ilişkin ölçütler temel alındığında gözlemlenen sonuçlar ve bu sonuçlara ilişkin yorumlar çalışmanın sonuç bölümünde verilmiştir. This thesis focuses on the harmonization process regarding the transition of ISO 9000 series standards which are developed and issued by ISO (International Standardization Organization) with the purpose of implementing quality management systems in organizations, and the development of a decision support system used for the suggested transition method from a QMS certified to 1994 version to that of 2000 version. Given this objective, the development of quality management systems followed by the brief history of ISO 9000 and its metamorphosis in time towards the 2000 version, the transition process and the new concepts put forward by the new version, have been presented. Next, both versions of 1994 and 2000 have been compared element by element as well as for qualitative aspects. The application section is mainly based on the rearrangements for 2000 version, on a documentary system of an organization already certified to 1994 version; therefore the concept of document matrix has been introduced to build up the documentary systems compatible with versions respectively as well as each other. Examples of written procedures have been presented, focusing on the merger of two previous precedures into one as a new document. The established decision support system has been practiced in Management Department of ITU Management Faculty, which has been considered as an organization implementing processes. In accompaniment with several suggested organizational components and processes, besides those scrutinized, the document matrix based on 1994 version has been formed, which has later been rearranged for 2000 version, employing the suggested document based decision support system. The conclusion section includes the results and comments on harmonization process, the results observed by means of the applicability of a quality management system and the findings and suggestions on these results.
