Satın Alma Yönetimi Ve Yurt Dışında Faaliyet Gösteren Bir İnşaat Firmasında Uygulanması

Abstract

Sağlıklı bir proje yönetimi için “Satın Alma Yönetimi” prensipleri çok iyi belirlenmelidir. Bu tez çalışmasında satın alma prensipleri ve satın alma departmanının organizasyonu incelenmiş ve satın alma yönetiminin temeli olan; malzemelerin doğru kalitede, doğru miktarda, doğru tedarikçiden, doğru zamanda, doğru fiyatta temin edilmesi açıklanmıştır. Talep edilen malzeme istenilen özelliklere haiz yani istenilen kalitede, istenilen miktarda, malzeme temin programına uygun zamanda, malzemenin bütçesine uygun ve karlılığı maksimize edecek fiyatta, bu koşulları optimum olarak sağlayacak tedarikçiden sağlanmalıdır. Bu tez çalışmasında incelenen ve satın alma yönetimi prensiplerinin uygulandığı inşaat firmasında, doğa şartları nedeniyle şantiyelere malzeme sevkinin çok güç olması satın alma yönetiminin önemini arttırmaktadır. Yazar, bu tez çalışmasında, şirketin satın alma yönetimi prensiplerini ortaya koymuş ve sistemdeki problemleri tespit etmiştir. Sonuçlar ve öneriler bölümünde; yazarın tespit ettiği ve satın alma yönetimi çerçevesinde çözümleyerek başarı ile hayata geçirilmesini sağladığı problemler açıklanmıştır. Ayrıca yazar tarafından çözüm önerisi sunulan, ancak henüz üst yönetim tarafından onaylanmadığı için çözüme kavuşmamış bazı sorunlar da belirtilmiştir. Önerilerin hayata geçmesi ve ileri ortaya çıkabilecek sorunların satın alma yönetimi prensipleri çerçevesinde çözülmesi, proje yönetiminin başarı ile uygulanmasına yardımcı olacaktır.In this analysis, purchasing part of the project management system is tackled. Purchasing, being part of a whole macro system in terms of the healthy development of a construction project, also indicates a very important role for the profitability of the project. Therefore companies, for their own sake, form a purchasing department to ensure the healthy development and profitability of the projects. This analysis can be divided into two. In the first part, the principles of purchasing and purchasing department are analysed. A theoretical look to the five principles of purchasing is also given. The right quality, right quantity, right supplier, right timing, right price which are the main principles of today’s purchasing activities are explained. In the second part of the analysis, the practical implementation of purchasing principles is tackled. The purchasing department in our company is given as an example for the real organization of a construction company purchasing. The author first, indicates the problems in the current system and then he presents the recommendations. As a result of author’s recommendations sound decisions which helps the department’s more effective work are taken. If the company believes in these further recommendations, it would very much help the project management of the construction.
