Uygulanabilir Ve Sürdürülebilir Kentsel Geliştirme İçin Kamusal Alanların Kullanımı Ve Türkiye İçin Bir Çerçeve Önerisi

Abstract

Bu çalışmada, kentsel geliştirmenin “uygulanabilirlik ve sürdürülebilirlik” temelinde olması gerektiği yaklaşımı ile, Türkiye özelinde, her ölçekteki kentsel alan için değerlendirilebilecek; perspektifleri, hedefleri, stratejileri ve uygulama araçları arasında tutarlılık ve bütünlük olan bir çerçeve önerisi oluşturmak amaçlanmıştır. Çalışmanın Giriş Bölümü’nde; genel yaklaşım, amaç, kapsam ve çalışmanın yöntemi konuları yer almaktadır. Tanım ve kavramların verildiği İkinci Bölüm’de; çalışmanın düşünsel temelleri, yaklaşım tarzı, bakış açısı, oluşturulan çerçevenin temel kavramlarının ele alınışı ile ilgili konular bulunmaktadır. Üçüncü Bölüm’de; çalışma çerçevesini oluşturan bileşenlerin geliştirilmesine kaynaklık eden kentsel dönüşüm konuları ve kentsel yenileme-geliştirme yaklaşım ve uygulamaları irdelenmektedir. Dördüncü bölümde; kentsel geliştirmenin temel mekansal aracının “kamusal alanlar” , temel toplumsal araçlarının da” toplumsal katılım” ve “kentlileştirme” olduğu varsayımı temelinde; Türkiye’nin özgün şartlarında uygulanabilme yeteneğine sahip bir “Kentsel Geliştirme” çerçevesi önerisi oluşturulmuştur. Öneri çerçeveyi oluşturan prensip önermelerin temel özellikleri; “denge ve uyum içinde” gelişme şartları açısından tutarlı bir birliktelik oluşturmaları ve her konun kendi özgün koşulları temelinde anlamlandırılmaya olanak veren/gerek gösteren kavramsal nitelikleridir. Önerilen çerçevede: geliştirme senaryoları ölçeğinde bir arada olma etkisi ile gelişme sinerjisi sağlayacak kullanımların geliştirilmesini amaçlayan “işlevsel mekan organizasyon programı”; ve toplumsal “araform” olgusunu gelişmenin itkisi haline getirmeyi amaçlayan “işlevsel açılım programı” yaklaşımı; ile gelişme dinamiklerinin harekete geçirilmesi için, geliştirme ölçek ve süreçlerinin farklı boyutlarının iç içeliği olgusunu “gelişme odakları ve yerel gelişme projeleri” sentezi ile geliştiren açılımlar çalışmanın özgün çıkarımlarıdır. Çalışmanın Beşinci Bölüm’ünde, Türkiye’de, çeşitli ölçeklerdeki kentsel alanlar için, geliştirilmiş kentsel geliştirme projelerinin irdelenmesi aracılığıyla, önerilen düşünsel ve eylemsel çerçevenin “proje geliştirme” boyutunda nasıl değerlendirilebileceği ve kavramların içinin nasıl doldurulabileceği örneklenmektedir Çalışmanın Altıncı Bölüm’ünde, genel değerlendirme ve oluşturulan çerçevenin geçerliliği için ‘gerek şart’ olan konularla ilgili, yapılması gereken çalışmalara ilişkin öneriler yer almaktadır.Adopting the approach that urban development ought to be “feasible and sustainable”, we aim to construct in this study a framework proposal, consistent and coherent in its perspectives, goals, strategies and implementation tools, which may be utilized in the urban renewal-restructuring-development efforts in Turkey of any size urban land. In the Introduction, we describe the general approach, goals, scope and methodologies of the study. The Second Chapter, where definitions and concepts are given, addresses the conceptual foundations, specific approach and viewpoint, and the handling of the underlying concepts of the framework to be introduced. The Third Chapter is devoted to the investigation of the topics of urban transformation, which comprises the origin of the constituents of the framework, and the theory and practice of urban renewal-development. The Fourth Chapter is the synthesis section of the study. Based on the assumption that the basic spatial instruments of urban development are “public spaces”, while the essential social instruments are “social interaction” and “urban consciousness”, we try to develop an “Urban Development Framework” capable of implementation in the special conditions prevailing in Turkey. The schemata forming the proposed framework are in the nature of propositions of principle. The main properties of these premises are that they are unified in the sense that they are consistent with “balanced and adaptable” development and allow / require each individual topic to be defined and given life to in their own subjective context and time reference. The following features of the proposed framework may cited to be especially important:  “functional space utilization programs” emphasizing development synergies by virtue of the effect of coexistence, at the scale of development scenarios,  “functional diversity programs” in the use of spaces, to exploit the phenomenon of social “intermediate forms” as a driving force of development, and  the synthesis of “development focal points and local development projects”, to enhance the phenomenon of interlinked dimensions of different scales and processes of development, as a means of stimulating the dynamics of development. The Fifth Chapter presents urban development concepts and urban design examples for varying scales of urban spaces in Turkey. By means of these case studies, we use a format to exemplify how the conceptual and practicable framework can be employed at the level of “project development” and use this format as a tool to illustrate the practical implementation of the theoretical and conceptual approach. The Sixth Chapter addresses the ‘necessary conditions’ for the viability of the proposed framework, discusses what needs to be done, and contains suggestions on the regulatory role of public institutions.
