Bina Tasarım Sürecinde Bütünleşik Sistemler: Kalite-çevre-güvenlik Yönetimi

Abstract

Bu çalışmada, genel olarak ISO 9001:2000, ISO 14001:1996 ve OHSAS 18001:1999 standartlarının ve yönetim sistemlerinin; ve bu sistemlerin oluşturduğu bütünleşik sistemlerin inşaat sektöründe kullanımına yönelik bir inceleme yapılmıştır. Bu incelemede esas olarak, ilgili standartların temelini oluşturan kalite, çevre ve güvenlik kavramları üzerinde durulmuş ve bu kavramlardan türeyen yönetim sistemleri, yararları ile birlikte tüm inşaat sürecinin bütünü ve tasarım süreci hedef alınarak irdelenmiştir. Literatürde verilen teorik bilgilerin uygulamada işleyişini görmek için de, üç standardı da bünyesinde bulunduran büyük ve orta ölçekli, on Türk inşaat firmasının kalite sistem yöneticileriyle birlikte bir anket çalışması yapılmıştır. Bu çalışmayla, bütünleşik sistemlerin Türk inşaat firmaları tarafından nasıl algılandığı, literatürde yer alan yararların kabul edilebilirliği ve bu sistemlerin tasarım sürecine etkisinin ne düzeyde olduğu gözlenmiştir.

In this study, generally, the standards of ISO 9001:2000, ISO 14001:1996, OHSAS 18001:1999 and their management systems; and the integrated version of these systems are investigated through the construction industry. Parallel to this research, the concepts of quality, environment and safety, which are the fundamentals of the related standards, is dwelled upon; and these management systems derived from these three basic concepts are examined within the main benefits among the whole organization and during design stage of the building processes. Serving this literature search, to understand the process of the integrated systems practically among construction companies and especially in design stage, a questionnaire was applied to the top large and middle scale Turkish construction companies which have the three international standards in their organizations. With this study, it is aimed to observe the Turkish construction companies’ thoughts about the integration of the standards, to learn the agreement levels of the benefits of these systems mentioned in the literature and to understand the impacts of the integrated systems to design phase.
