Yat Limanı Yatırım, İnşa Ve İşletme Kalemleri Karşılaştırmalı Ekonomik Analizi

Abstract

Öncelikle dünyada ve Türkiye’de deniz turizmi, marina dağılımları ayrı ayrı incelenerek ülkemizin ne durumda olduğu görülmüştür. Bunun üzerine Türkiye’deki marina yatırımı için gerekli olan yasal prosedürler irdelenmiş müteşebbislerin hantallaşmış bir bürokrasiyle karşı karşıya kaldığı görülmüştür. Dünya üzerindeki diğer ülkelerin bu gibi bürokratik engelleri nasıl aştığı konusunda bilgiler ve örnekler toplanmıştır. Bir ülkede karşılaşılan olumlu bir uygulamanın o ülkeye ve o ülkenin deniz turizmine ne derece olumlu etkiler sağladığı sayısal değerlerle gözlenmiştir. Tez çalışmamda, büyük bir marina ile aynı çevreye hizmet verecek birbirine yakın birkaç küçük ölçekli marina yatırımından fizibilite açısından avantajlı olan marina modeli belirlenmiştir. Karşılaştırma modelleri oluşturulurken Türkiye genelindeki marinaların kapasite durumları dikkate alınmıştır. Büyük ve küçük tipteki marina modellerimizin kapasite değerleri saptanmıştır. Bu değerler ışığında karşılaştırma modeli bir büyük marina - üç küçük marina şeklinde belirlenmiştir. Yine bu değerlere göre her iki tip marinanın yerleşim planları çizilerek tekne boy aralıklarına göre barındırma kapasiteleri ortaya çıkarılmıştır. (Bir marina; İngiliz Yat Limanları Birliği’nin “Marina ve Yat Limanı Tasarım, İnşa ve İşletme Uygulamaları Yönetmeliği” maddelerine sadık kalacak şekilde tasarlanmalıdır.) Bu yerleşim planları aynı zamanda kara ve deniz olmak üzere kullanım alanlarını bulmamıza da yarar sağlamıştır. Ekonomik açıdan analizlere geçildiğinde öncelikle yatırım gideri, işletme gideri ve işletme geliri kalemleri sıralanmıştır. Bu kalemler tek tek marina yerleşim planlarında bulunan nümerik değerler, güncel birim fiyatlar ve diğer varsayımlar ışığında formüle edilerek hesaplanmıştır. Daha sonra bütün hesaplar her iki marina modeli için de düzenli bir nakit akış tablosunda incelenmiştir. Tabloların sonunda çıkan sonuçlar her iki marina modeli için 3 ayrı kriterde karşılaştırılmış ve avantajlı olan marina modeli saptanmıştır.

Firstly, the current situation of our country has been observed by examining the sea tourism of the world and Turkey, the capacity distribution ofthe marinas from the several countries among the world separately. Then it’s seen that the enterprisers are faced with bulky bureaucracy after the required legal procedures for the marina investment of Turkey. The information and samples about the way how the other countries of the world sort this kind of bureaucratic difficulties out. It’s observed with numerical values how a positive application seen at one of the countries affects the country and sea tourism of the country affirmatively. , During the thesis, the modt adventagous marina model due to the feasebility is defined wether a marina with large capacity or a number ofmarinas with a capacity less than 400 boats that would servet he similar area zone with A type large marina. While developing the comparison model the capacity status of the marinas among Turkey woud be considered. The capacity values of the large marina model and small marina model are to be stated. The comparison model is declared as “one large marina Vs. three small marinas” in the light of the foregoing values. By the help of the layout plans of both type of the marina models drawn according to these values, the capacities of the marina models due to the length intervals are defined. (a marina should be designed as complying the items included by “The Code of Practice For The Design, Construction and Operation of Coastal and Inland Marinas and Yacht Harbours, The Yacht Harbour Association”). These layout plans would help us to take the areas of Land and Sea of the marinas. As passed to the economical analysis the investment expenditures, management expenditures and management incomes are listed one by one. These items are formulated and calculated due to the numerical values from the layout plans, actual fees and other initial assumptions. Then all calculations are transferred and examined on proper cash flow tables. The results at the end of the tables are compared with 3 comparison criteria for both marina models and the most advantageous model is determined due to the results and evaluations.
