III. Selim’in İstanbul’u: Siyâsî Ve Askerî Dönüşümler Işığında İmar Faaliyetleri

Abstract

Bu doktora tezi, 1789-1807 seneleri arasında, III.Selim ve hânedan üyelerinin başkentteki imar faaliyetleri üzerine bir çalışmadır. Onsekizinci yüzyıl başında sarayın İstanbul’a dönüşü ile başlayan ve yavaşlayan bir ivme ile devam eden başkentteki fiziksel dönüşüm süreci, yüzyıl sonunda farklı boyutlar kazanarak yeniden hızlanır. Osmanlı-Rus savaşlarının maddî-mânevî yıprattığı imparatorlukta, merkezî otoritenin ve hükümdarlık imajının günden güne zayıfladığı bir dönemde tahta çıkan III.Selim’in, pek çok konuda programlı bir ıslahat projesi yürüttüğü görülür. Hem merkeze rakip olabilecek iç güçlerin, hem de uluslararası arenada muadil kabul edilen Avrupa devletlerinin karşısına yeni, güçlü ve modern bir imparatorluk olarak çıkılması şeklinde özetlenebilecek olan bu proje, fizikselleşmiş yansımasını sarayın başkentte yürüttüğü imar faaliyetlerinde bulur. Bu çalışmanın temel hedeflerinden biri, sarayın yüzyıl sonundaki imar faaliyetleri ile dönemin iç ve dış dinamikleri arasındaki ilişkileri ortaya koymaktır.

This doctoral dissertation is a study on the architectural activities of Selim the Third and the members of the dynasty in the capital of the Empire between the years 1789-1807. The physical transformation process in the capital, which started with the return of the court to Istanbul at the beginning of the eighteenth century and continued at a slow pace afterwards, accelerated again at the end of the century and gained a different dimension. Ascending the throne in an era when the Empire was worn out financially and morally by the Russo-Turkish War and the image of the Sultanate was weakening gradually, Selim the Third carried out a systematical reform project in various domains. This project which can be summarized as one that aims at creating a new , strong and modern empire that is capable of confronting the internal powers that could challenge central authority and would be accepted as an equal among the European states in the international arena. This project was embodied in the construction activities carried out by the court in the capital. One of the key objectives of this study is to present the relations between the architectural activities of the court at the end of the century and the internal and external dynamics of that era.
