Yapı Üretiminde Kalite Ve Kalite Kontrolü

Abstract

Dünya'da, çeşitli nedenlerle, kullanıcıların üründe kalite arayışı bilincine sahip olmaları çok uzun bir geçmişe dayanırken, Türkiye'de bu, hem yapı hem de diğer sektörlerde henüz yemdir. Türkiye'de son yıllarda meydana gelen depremlerdeki büyük kayıpların yapıların kalitesizliğinden kaynaklandığı ortaya çıkmıştır ve özellikle büyük kentlerimizdeki yapıların kalitesizlik nedeniyle aynı riski taşıdıkları ilgili meslek odalarınca açıklanmıştır. Konunun güncelliği ve önemi tez konusunun kalite ve kalite kontrolü kavramlarının yapı üretimine uygulanması olarak seçilmesine neden olmuştur. Çalışmanın birinci bölümü tezin konusunu ve amacını açıklamaya yöneliktir.İkinci bölümde genel anlamda "Kalite", "Kontrol", "Kalite Kontrolü" ve dünya'da son yıllarda sıkça kullanılan "Kalite Güvencesi" kavramlarının tanımlamaları verilmiştir. Kalite kontrolünün amaçlan ve tarihsel çerçevedeki gelişimi de bu bölümde yeralmaktadır. Üçüncü bölümde kalite ve kaliteyle ilgili diğer uygulama, yaklaşım metodları genel amaçlı organizasyonlarda ele alınmış ve kalite kontrol maliyetleri verilmiştir. Tez konusu ile ilgili kavramlar, ilk üç bölümde, genel anlamda irdelenmiş; yapı üretimi ile ilişkili olarak, bundan sonraki bölümlerde ele alınmıştır. Yapı, üretim ve yapı üretimi kavranılan kısaca anlatıldıktan sonra yapı ürerimi ve yapıda kalite isteminin gelişimi dördüncü bölümde incelenmiştir. Bu bölümde kalite konusunda kullanımı yaygın standartlar verilmeden Önce kalite kavramının standardizasyon ile İlişkisi açıklanmıştır. Yapının kalitesini etkileyen faktörler beşinci bölümün başında verildikten sonra kalite -tasarım ilişkisini takiben yüklenici organizasyon seçimi ele alınmıştır. Kalite kontrolünün yapı üretim organizasyonlarında uygulanması için kurulması gereken departman ve yardıma araçlar anlatıldıktan sonra kalite güvencesi sistemi kısaca açıklanmıştır. Altıncı bölümde ise Türkiye ve dünya'da kalite ve kalite kontrolüne ilişkin kurumsal çerçeve ele alınmıştır. Sonuç özelliği taşıyan yedinci ve son bölümde yapı üretiminde kalitenin sağlanması için gerçekleştirilmesi gerekli bazı öneriler verilmiştir.

The aim of this thesis is to determine and emphasize the importance of quality and benefits of utilizing quality control approaches to examine the methods to be utilized in order to achieve quality in building production, and to develop some proposals related to the subject that can be used in Türkiye. Research methods used in this study are; literature survey, interviews, related to the subject realized with the bodies of foundations concerning with quality and some technical persons of building construction organizations in Türkiye. Quality is a developing concept in Turkey. Improvement and implementation of concepts of "Quality" and "Quality Control" in the other sectors are, positively, effective on building production sector, also. Users, gradually become aware of these concepts and require quality in the products. Implementation of the related standards also facilitate the provision of quality in buildings. Due to the characteristics of construction industry given in Section 4.6., it is difficult to use the approaches utilised in the other sectors. However, the fact that the building is one of the important needs of the human being, makes it necessary to give much importance to the concept of "Quality" and to start the "Quality Control" from the initial stage (Design) of the production process on. Within this framework the concepts of "Quality", "Quality Control" and "Quality Assurance" are briefly explained. In the following section these concepts are dealt with in conjunction with building production, the approaches related to the implementation for these concepts in building production organizations and relevant standards are introduced. Since the choice of organizations that is going to realise the building is very important to achieve "Agreed Quality Level" within the framework of design-quality. This subject is emphasized and followingly means of quality control which can be used by the organizations chosen before are explained. The institutional framework for utilizing the means and implementing the methods of quality control are explained in the following section. In the "Conclusion" some proposals are presented to achieve "Quality In Building Production.
