Hedef Maliyet Tipi Sözleşmeler Ve Türk İnşaat Sektörü İçin Değerlendirilmesi

Abstract

Bu çalışmada, hedef maliyet tipi sözleşmeler anlatılmış ve Türk inşaat sektörü için değerlendirilmesi yapılmıştır. Hedef maliyet felsefesi ve çıkış noktası araştırılmış ve literatürde bu anlamda yapılan çalışmalar incelenmiştir. Daha sonra bu felsefenin inşaat sektörüne entegrasyonu araştırılmış ve hedef maliyet sisteminin, inşaat sözleşmelerine adapte edilmiş hali olan hedef maliyet sözleşmeler tanıtılmıştır. Sözleşmenin genel yapısı ve çalışma mekanizması anlatılmış, mekanizmayı oluşturan bileşenler derinlemesine incelenmiştir. Bu tip sözleşmeler, benzer sözleşme tipleriyle, taraflar arasındaki risk paylaşımı ve sözleşmenin uygulanacağı proje kapsamı açısından karşılaştırılmıştır. Tanıtılan sözleşme tipi Türk inşaat sektöründe önde gelen inşaat firmalarının konusunda uzman çalışanlarına aktarılmış ve uzmanlardan Türk inşaat sektörü düşünülerek bir değerlendirme yapmaları istenmiştir. Yapılan değerlendirmeler literatür yardımıyla yorumlanarak aktarılmıştır.

In this study target cost contracts are explained and they are evaluated for the Turkish construction industry. Target cost philosophy and point of origin are studied and also studies that have been done for this title in the literature are investigated. Afterwards, integration of this philosophy to the construction industry are investigated and target cost contracts which are the integrated frame of target cost management system are introduced. General structure and working mechanism of this type of contracts are explained, the components of the working mechanism of the contract are investigated thoroughly. This type of contracts are compared to the similar construction contracts by the point of risk allocation and scope of the project that are procured with target cost contracts. Introduced construction contract type are quoted to the specialist employees of the most important Turkish construction companies and an evaluation from them is wanted from the point of Turkish construction industry. Finally the findings are commented and quoted by the help of literature.
