Global Bir Kentin Kuruluşu: Astana

Abstract

Bu çalışmada, Kazakistan’ın yeni başkenti Astana’nın, başkent oluşuyla beraber geçirdiği kentsel değişim süreci ele alınmıştır. Dünyanın bir çok diğer kentini olduğu gibi, Astana’yı da, 1970’li yıllardan itibaren yaşanan, ekonomik globalleşme süreci biçimlendirmektedir. Bu çalışmada bu süreç örneklerle tarif edilmiştir. Astana’nın değişim öncesi durumunu belirlemiş olan SSCB dönemi kent ve mimarlığı irdelenmiştir. Bu dönemin kentte işlev alanları net belirlenmesi ve konut standardizasyonuyla tanımlanan bir anlayışı olduğu görülmüştür. Astana’nın başkent olmasıyla beraber yaşadığı değişim detaylı bir şekilde ele alınmış ve bu değişimin, global ekonomi ağına girme çabası veren diğer bazı kentlerle benzerlikleri vurgulanmıştır. Çalışma, Astana’da yaşayan insanların, söz konusu değişimi nasıl algıladıklarını sorgulayan bir anket çalışmasıyla desteklenmiştir.

In this study, the process of urban development of Astana, the new capital city of Kazakhistan, has been studied. Just like the many other cities of the world, Astana has been also shaped by the economical globalism process after 1970’s. In this study, this process is defined by examples. USSR’s urban planning and architecture are also studied on, which defined the old structure of Astana. It is seen that, on this period, there were clear definations of functional zones and housing standardization within the city. Development process has been mentioned widely. Also, it is clear that there are some similarities between some of the other world cities, which are under the globalisation process. This study is also supported by a report, which has the feelings and thoughts of Astana citizens about this process.
