1994-2010 yılları arasında yaşanan ekonomik krizlerin Türk inşaat sektörüne etkilerinin incelenmesi

Abstract

Türk inşaat sektörü, Gayrisafi Yurtiçi Hasıla (GSYİH)`daki önemli payı, diğer sektörlerle olan yakın ilişkisi ve istihdamdaki büyük rolü nedeniyle Türkiye ekonomisindeki önemli sektörlerden biridir. Yaşanan ekonomik krizler inşaat sektörünü olumsuz yönde etkilemektedir. Krizlerin inşaat sektörüne olan etkilerinin incelenmesi ile gelecekte yaşanacak krizlerin inşaat sektörüne olan olumsuz etkileri öngörülebilecek ve gerekli önlemler alınabilecektir. Bu çalışmada amaç, son dönemde yaşanan krizlerin Türk inşaat sektörüne yönelik etkilerini belirlemek ve krizlerde sektörün içinde bulunduğu durumu analiz etmektir. Bu amaçla son dönemde yaşanan krizler (1994, 1998, 2001, 2008 krizleri) ele alınmıştır. Çalışmada, Türkiye İstatistik Kurumu`nun (TÜİK) yayınladığı inşaat sektörüne ait sayısal veriler incelenmiştir. Ayrıca, bir sektör temsilcisi ve yedi inşaat firması yetkilisiyle yarı-yapılandırılmış mülakatlar gerçekleştirilmiştir. Yapılan analizler, görüşmelerden elde edilen bilgiler ışığında değerlendirilerek son dönemde yaşanan krizlerin Türk inşaat sektörü üzerindeki etkileri tartışılmıştır. İnşaat sektörü üretimi, inşaat yatırımları, alınan yapı izinleri, inşaat istihdamı, bina inşaat maliyetleri, inşaat işyeri sayısı ile ilgili verilerin kriz dönemlerinde nasıl değiştiği incelenerek nedenleri üzerinde durulmuş, bu şekilde sektörün ekonomik krizlerdeki durumu detaylı olarak incelenmiştir. Bu çalışma sayesinde inşaat sektörünün geçmiş krizlerde nasıl bir performans gösterdiği incelenerek gelecek krizler için yapılacak tahminlere ve alınacak önlemlere ışık tutması sağlanmıştır.

Turkish construction sector is one of the important sector, because having an important share in Gross Domestic Product (GDP), close relationships with other sectors and employment due to a major role in Turkey s economy. The economic crisis has negatively affected the construction sector. With investigate the effects of crises on construction sector, the negative effects of future crises foreseeable and necessary measures will be available. The object of the study is to determine the effects of the recent crises on the Turkish construction sector. For this purpose, the recent crises (1994, 1998, 2001, 2008 attacks) are discussed. In the study, numerical data for the construction industry published Turkey`s Statistical Institute (Turkstat) are examined. In addition, semi-structured interviews was conducted with a representative of construction sector and seven representative of construction firm. The analysis evaluated in the light of information obtained from interviews and the effects of the recent crises on the Turkish construction sector is discussed. Production of construction sector, construction investments, the building permits, construction employment, building construction costs and the number of construction establishments related data by examining the reasons for changes in times of crisis focused on how, in this way were examined in detail the situation of the sector of economic crises. This is demonstrated through the work of the construction sector by examining the performance of future crises in the past crises and measures to be taken to shed light on the estimates provided.
