Türkiye’deki Konut Sorununun Siyasi Bağlamda Araştırılması Ve Değerlendirilmesi

Abstract

Konut bugün pek çok ülkede oldukça önem taşıyan ve her açıdan çözülmesi gereken sosyal bir olgu olarak kabul edilmektedir. konut sorunu, sosyal, ekonomik ve politik bağlamda birbirini karşılıklı olarak etkileyen çeşitli konu alanlarını içermektedir. Bu çok farklı alanlara yönelebilecek konular birbirinden kesin sınırlarla ayrılamadığı için konut sorunun çözümüne yönelik pek çok sorun ve çözüm göz önüne alınmak zorundadır. Böylece bu çalışmanın amaçları ve kapsamı şöyle özetlenebilir: Konut sorununu çok yönlü ele almak, Gelişmiş ülkelerin deneyimlerinden ve sorunlara yönelik çözümlerinden çok yönlü yararlanmak, T.C. hükümetlerinin konut sorununa yaklaşımını ve T.C. yasal sisteminin konutla ilgili olan bölümlerini hükümet programları çerçevesinde çok yönlü değerlendirmek, Türkiye’deki konut sorununa çok yönlü önerilerde bulunabilmektir. Bu amaçlar ve kapsam doğrultusunda ortaya konan yöntem şöyle özetlenebilir: Gelişmiş ülkelerdeki konut sorununun belirlenmesi, Gelişmiş ülkelerdeki konut sorunu çözüm arayışlarının çok yönlü olarak belirlenmesi, Türkiye Cumhuriyeti hükümet programlarında bu çok yönlü çözümlerin araştırılması, Türkiye’deki konutla ilgili yasal düzenlemelerin araştırılması. Özet olabilecek en önemli sonuç T.C. hükümetlerinin, gelişmiş diğer ülkelerde olduğu gibi; eğitim, savunma, dış politika, konut vb. önemli sosyal konularda güçlü bir devlet politikasının olması gerektiğidir.

Housing, in many countries is considered today as an essential social phenomenon required to be solved in all its aspects. These various subject areas, which might head towards very different areas can not be separated from each other by apparent lines, many problems and solutions for the housing problem should be taken into consideration. Thus, the aims and the extent of the study can be summarised as such; Considering the housing problem multilaterally, Benefiting multilaterally from the experiences and solutions of the developed countries for housing problems, Evaluating multilaterally the Turkish Republic governments’ approach for housing and examining the sections of the Turkish Republic legal system about housing in the framework of the government programs, Producing multifaceted proposals for the housing problem in Turkey. The method in the track of these goals and extent can be summarised as such; Determining the housing problem in developed countries, Determining the solution proposals for housing multilaterally in developed countries, Searching these multifaceted solutions in the Turkish Republic government programs, “issues” about housing mentioned directly or indirectly in government programs, searching the legal arrangements about housing in Turkey. The most important conclusion might be summarised as such; Turkish Republic governments should have, like in other developed countries, a strong state policy in important social issues as education, defence, foreign politics, housing etc.
