Türkiye’ De Tasarım Öncesi Evrede Bina Maliyeti Tahmini İçin Veri Tabanı Oluşturulmasına Yönelik Bir Model

Abstract

Yapılan araştırmalar sonucunda Türkiye’ de tasarımın herhangi bir evresi için maliyet tahminine yönelik güvenilir yöntem ve veri tabanının olmadığı görülmüştür. Bu konuyla ilgili dünyada bir çok kuruluş, kendi inşaat sektörlerindeki ihtiyaçları esas alarak çeşitli çalışmalar yapmışlardır. Ancak bunlardan herhangi birinin Türkiye’ de doğrudan kullanılması, ülkelerin koşulları arasındaki farklılıklardan dolayı mümkün değildir. Konuyla ilgili tüm sorunların giderilmesi açısından Türkiye için uygun maliyet tahmin yöntemlerinin belirlenmesi ve bu yöntemlere ait doğru veri tabanı modellerinin kurgulanması gerekmektedir. Ancak çok uzun bir zaman dilimi içerisinde gerçekleştirilebilecek olan bu tür bir araştırmanın, tez çalışması kapsamında tasarım öncesi evreyle sınırlandırılmasına karar verilmiştir. Yukarıda tanımlanmış olan problemlere çözüm üretebilmek amacıyla ilk olarak tasarım öncesi evre için dünyada farklı kuruluşlar tarafından geliştirilmiş olan 13 değişik maliyet tahmin yöntem ve yazılımı incelenmiştir. Daha sonra bu yöntemler içerisinden, R.S. Means Company, Inc. kuruluşuna ait olan Birim Maliyet Çarpanı Yöntemi’ nin aynısı ve m2 Tahmin Yöntemi’ nin ise bir bölümünün Türkiye için kullanılabileceğine karar verilmiştir. Bu karar doğrultusunda sözkonusu yöntemlerin herbir adımında ihtiyaç duyulan tablo ve grafiklerdeki veriler tanımlanmıştır. Daha sonra bu verilerin üretilebilmesi için gerekli olan 13 farklı ham veri ve çok sayıda dönüştürme işlemi ortaya konmuştur. Ayrıca ham verilerin standart şekilde toplanmasını sağlayacak olan araçların neler olduğu belirlenmiştir. Yapılan bu çalışmalar, veri tabanının oluşturulması için gerekli sürecin çok küçük bir kısmıdır. Halbuki sözkonusu sürecin tümünün kurgulanması gerekmektedir. Bu amaç doğrultusunda çok sayıda araştırma yapılarak sonuçları tartışılmış ve veri tabanı oluşturma sürecinin adımları tanımlanmıştır.As a result of researches, it has been observed that no reliable method and database available for use in cost estimates in any phase of design in Turkey. Many relevant establishments around the world have performed various work on the basis of the requirements in their construction sector. Direct implementation of such work in Turkey, however, is not possible due to conditional differences between the countries. Cost estimate methods methods accommodating Turkey’ s conditions must be determined and correct database models of such methods must be designed with the purpose of eliminating relevant problems in Turkey. We have decided, however, to limit such reseach merely to the pre-design-phase under the scope of a thesis study, since all phases would actually yield a long time interval to research. Firstly, 13 different cost estimate methods and software developed by differrent establishments around the world have been researched for the pre-design-phase in order to produce solutions for above defined problems. Then it has been decided among these methods that R.S. Means Company, Inc.’ s Unit Price Cost Multiplier Method can be used exactly and the Square Foot Estimating Method be used particully for Turkey. In line this decision, the data in tables and graphs required in each step of these methods have been defined. Then 13 different raw data neccessary to produce these data and many conversion operations have been introduced. Also the means have been determined to provide standart collection of raw data. These works performed compose only a minor part of the process required for database creation. The whole of this process, however, must be designed. A number of researches have been realized and their conclusions discussed with this objection, and the details of steps of database creation process were defined.
