Yüksek Öğretimde Toplam Kalite Yönetimi Ve Abet Uygulamaları

Abstract

Bu çalışmada kalite sistemlerinin yüksek öğretim kurumlarında yerleştirilebilmesi için yapılması gereken çalışmalar ABET ve Toplam Kalite Yönetimi bağlamında ele alınmıştır. İ.T.Ü. Metalurji ve Malzeme Bölümü özelinde yürütülen çalışmalarda bölümün ABET akreditasyonuna hazırlanması ve eğitimde mükemmeliğin yakalanması için Toplam Kalite Yönetimi ile bütünleşik bir model çerçevesinde eğitim ve organizasyon sisteminin revize edilmesine yönelik çalışmalar yürütülmüştür. Bu bağlamda oluşturulan Kalite Akreditasyon ve Sürekli Gelişme Komisyonları, bölümün misyon ve vizyonunu ABET gereklerini ve TKY felsefesini karşılayacak şekilde belirlemiş ve yine bu doğrultuda bölümün hedef, çıktı ve stratejilerini belirleyerek organizasyonel yapı ve müfredatı bunlara uygun olarak revize etmiştir. Aynı zamanda bölümün ulaşmak istediği hedeflerin karşılandığını belirlemek üzere bir ölçme değerlendirme sistemi kurularak gerek geri besleme oluşturulması gerekse iç ve dış haksahiplerinin sistemin bir parçası haline getirilmesi sağlanmıştır.

In this study the possibility of engaging quality systems to higher education considering ABET and TQM is examined. Within the project to prepare ITU Metallurgical and Materials Science Engineering Department to ABET accreditation, a model to enable educational excellence regarding integrated TQM through revising the education and the organisational structure is also considered. In this manner, the Quality Accreditation and Continuous Improvement Commissions has designated the mission and the vision of the department compatible with both ABET and TQM and also has revised the curriculum and the organizationel structure according to the aims, outcomes and the strategies of the department. Also for being able to measure the outcomes of the new system, integrating the internal and external stakeholders of the department to the decision-making process and for providing feed-back, an assesment system has been implemented.
