Gemi Emniyet Yönetimi Sisteminde Önleyici Faaliyet Planlama Yaklaşımı Önerisi

Abstract

Deniz taşımacılığı endüstrisinde, gemilerde emniyet ve çevre yönetimi ile ilgili hassasiyetler ve buna bağlı olarak gemi işletmeciliği firmalarından yönetim ve operasyonel seviyedeki beklentiler artmaktadır. Bu noktada, Uluslararası Emniyet Yönetimi Kodu, gemilerin uluslararası platformda ticari faaliyetlerini sürdürebilmesi için yerine getirmek zorunda olduğu minimum güvenlik standartlarını ifade eden bir rehber niteliğindedir. Kod, Uluslararası Denizcilik Örgütü kararı ile 1993 tarihinde kabul edilmiş, 1998 tarihinde yürürlülüğe girmiş ve en son 2010 yılında yapılan değişiklikler ile güncellenmiştir. Genel prensip olarak Kod; emniyet ve çevre koruma politikalarının etkin biçimde uygulanabilmesi amacıyla Emniyetli Yönetim Sistemi adı altında bir dokümantasyon yapılandırılmasını ve takibini beklemektedir. Bu kapsamda tasarlanan ve uygulanan en önemli prosedürlerden biri de denetimlerde saptanan uygunsuzluklara yönelik düzeltici faaliyetlerin yürütülmesidir. Bu noktada, gemi işletmeciliği firmalarının ilgili birimleri ya da yetkilendirilmiş kişi uygunsuzluğun sebeplerini araştırmakla sorumlu olup, uygunsuzluğun çözümü için araştırma ve analiz yapmak zorundadır. Buna ilave olarak, 01/Temmuz/2010 tarihinde yürürlüğe giren değişlikler ile önleyici faaliyet kavramı vurgulanmış ve gemi işletmeciliği firmalarının düzeltici faaliyet gerektiren uygunsuzluklar ile yeniden karşılaşılmaması için önleyici faaliyetler uygulamaları istenilmiştir. Bu değişiklik, yeni bir prosedür ve takip sistemi tasarlanmasını gerektirmektedir. Bu çalışma ile düzeltici faaliyetlerin planlama sürecine yönelik bir karar verme yaklaşımı geliştirilerek, Uluslararası Emniyet Yönetimi Kodu gerekleri ile uyumlu ve sistematik bir önleyici faaliyet prosedürü geliştirilecektir. Dolayısı ile uygunsuzlukların nedenselliği üzerine bir karar analizi ile önleyici faaliyetler belirlenecektir. Çalışma sonunda ortaya konulacak olan model, Uluslararası Emniyet Yönetimi Kodu güncel değişikliklerinden kaynaklan beklentiyi yerine getirmenin yanı sıra, amacına uygun ve etkin bir şekilde uygulandığı takdirde gemi işletmeciliğinde yönetim ve operasyon kademeleri arasında uygunsuzlukların takip ve çözümünde bir kontrol arayüzü görevi yapacaktır. Sonuç olarak, gemi işletmeciliği firmalarında uygulanabilme potansiyelinin yanı sıra deniz taşımacılığı endüstrisinde emniyet ve çevre yönetimi alanındaki araştırmalara katkılar sağlayacaktır.

In maritime transport industry, sensitivities about ship safety and environmental management, and including of these, expectations of management and operational level of ship management companies are still increasing. At this point, the International Safety Management Code that is a guide that expresses the minimum safety standards that international ships have to fulfil in order to maintain commercial activities in the international arena. The code was adopted in 1993 by the decision of the International Maritime Organization, in 1998 the code entered into force, and at last in 2010 updated with the latest changes. As a general principle the Code, that is needed of configuration and tracking of documentation under the name of Safety Management System in order to implement effective safety and environmental protection policies. In this context, one of the most important procedures is an execution of corrective actions for improprieties that identified in audits. At this point, the relevant departments of ship management companies or authorized person is responsible for investigating the causes of non-compliance, and has to do research and analysis for the solution of non-compliance. In addition, with modifications that entered into force on 01/July/2010 highlighted the concept of preventive action and ship management companies that require corrective action in order to avoid re-conformities were asked to practice preventive actions. This change requires a new procedure and follow-up system design. In this study, while developing a decision-making approach to a planning process of corrective actions, a systematic and consistent with the requirements of the ISM code procedure for preventive action will be developed. Therefore, preventive actions will be determined with a decision analysis about casualty of non-conformities. The model put forward at the end of the study, will act as a control interface, relevant and effective if applied levels of the management and operation of ship operations, follow-up and the solution of non-conformities, as well as fulfilment of expectations due to changes in current ISM Code. As a result, this study will contribute to the researches about safety and environmental management in the field of maritime transport industry, as well as the potential applicability ship management companies.
