Bilginin Harbe Etkisinin Ölçülmesi Bilgiye Dayalı Çatışma Modeli Ve Etkinlik Ölçümleri

Abstract

Bilgi ve iletişim sistemlerindeki teknolojik gelişmelerin çağımıza damga vurduğu bu dönemde savunma ve güvenlik alanında da etkileri özellikle son on yılda görülmektedir. Bilgiyi elinde tutan kurum ve devletlerin geleceği yönlendirmesi kaçınılmazdır. Bilgi çağı Kara Kuvvetlerinin bilgi ve bilgi sistemlerini etkin bir şekilde kullanması ve yeniden yapılanması gerekmektedir. Bu bağlamda Kara Kuvvetleri harekat ortamında bilginin etkisi incelenmiştir. Bilgi iki aşamada ölçülmüştür. İlkinde bir çatışma modeli oluşturulmuş ve çatışmanın sonuçları üzerine etkisi incelenmiştir. İkincisinde harekatın ana fonksiyonları üzerinde bilgi etkisini gösteren etkinlik ölçümleri oluşturulmuştur. Bilginin etkisi temelde Lanchester denklemlerine dayanan bir çatışma modeli oluşturularak ölçülmüştür. Bu modelde bilgi iç ve dış kaynaklı olarak iki ölçütle değerlendirilmiştir. Bilginin etkisini ölçmek için basit bir simülasyon uygulanarak savaş ortamının çıktıları incelenmiştir. Bu hipotetik değerlendirmenin sonucunda 1991 Körfez Harekatı verileri programa uygulanmıştır. Sonuçlar gerçek durumla tutarlı bulunmuştur. İkinci aşamada harbin fonksiyonlarında “hakim manevra” ve “tam boyutlu korunma” için etkinlik ölçümleri geliştirilmiştir. Bilginin etkisi bu ölçütlerde modellenmiştir. Önerilen modellerin bilginin etkisini ölçen simülasyon programlarında kullanılabileceği değerlendirilmektedir.

In this age which the technologic development in the information and communication systems emphasis, the effects on the defense and security fields is notable in the last decade. Governments and organizations that hand information and knowledge are undoubted to manage the future. The information-Age Army should use effectively information systems and should be reconstituted. So, the effect of the knowledge in Army’s operation area is examined. Knowledge is measured as two methods. The first, a combat model is constituted then examined the effects on the combat outputs. The second, it is developed the measures of effectiveness that show the knowledge effect on the concepts of the operation. The effect of the knowledge is measured essentially the combat model developed by Lanchester equations. In this model, the knowledge is assessed in two metrics as internal and external knowledge. For the measurement of the knowledge effect it is programmed a simple simulation. After a hypothetic assessment, data of the Golf War in 1991 is used in the simulation. It is assessed that the results of the application are same with the real results of the war at the 0.05 confidence level. Measures of effectiveness based on information are developed the two concepts namely dominant maneuver and precision engagement. The knowledge effect is modeled in these measurements. It is assessed that the model proposed be used in the war simulations showing the knowledge effect.
