Tersanelerde Iso 14001 Çevre Yönetim Sistemi Ve Ohsas 18001 İş Sağlığı Ve Güvenliği Yönetim Sistemi Uygulamaları

Abstract

Bu çalışmada ISO 14001 Çevre Yönetim Sisteminin dünyada ortaya çıkışı, gelişimi, yaygınlaşması, avantajları ve sürdürülebilir kalkınmaya olan etkileri anlatılmıştır. Çevre yönetim sisteminin temelini oluşturan parametrelerin bir tersaneye adaptasyonu anlatılmıştır. Tersanedeki tüm prosesler tanıtılmış ve bu proseslerin çevre üzerindeki etkileri açıklanmış ve çevre boyutları için En İyi Yönetim Uygulamaları (BMP) modeline göre kontrol önlemleri geliştirilmiştir. Çalışmada anlatılan diğer bir konu ise OHSAS 18001 İş Sağlığı ve Güvenliği Yönetim Sistemi’dir. İş sağlığı ve güvenliği kavramının ortaya çıkışı, gelişimi, avantajları ve örnek bir tersanede uygulanmasına yer verilmiştir. Çevre yönetim sisteminde olduğu gibi tersanedeki tüm proseslerin ve faaliyetlerin iş sağlığı ve güvenliği riskleri tespit edilmiş ve bu riskler için kontrol mekanizmaları geliştirilmiştir. Çevre ve İş Sağlığı ve Güvenliği Yönetim Sistemlerinde ortak yapı gösteren sistemsel gereklilikler için uygulamalar ortak olarak ele alınmıştır. Her iki yönetim sisteminin uygulanmasının tersanelere olan faydaları anlatılmış, çalışmaya temel oluşturan tersanede iş sağlığı ve güvenliği sisteminin kurulmasından sonra kayıp gün ve kaza oranlarındaki değişimler belirtilmiştir. Tersanelerdeki çevre ve iş sağlığı ve güvenliği uygulamaların sürekli olarak gelişmesi için önerilerde bulunulmuştur.

In this study, worldwide emergence, development, spreading, advantages and the effects of sustainable development of ISO 14001 Environmental Management System have been covered. Adaptation methods in shipyards of the base parameters of environmental management system have been told. All processes in the shipyard have been explained, the environmental aspects of these processes have been determined and the control mechanisms have been developed with the Best Management Techniques. OHSAS 18001 Ocuppational Health and Safety is another topic covered in this study. Worldwide emergence, development, advantages and shipyard implementation methods of the base parameters of OHSAS 18001 Management System have been told. As described in environmental management system, all occupational health and safety risks have been determined and control the mechanisms have been developed. Systematical requirements for environmental and ocuppational health and safety systems which have common structure have been integrated. The benefits of both managment systems have been described, the change in the ratios of lost times and accident rates are specified after the establishment of occupational health and safety system in the shipyard. Recommendations have been made for the continuous improvement of environmental and occupational health and safety applications in shipyards.
