Mimari Koruma Alanında Kalifiye Ara Eleman Yetiştirilmesi İçin Bir Yöntem Önerisi

Abstract

Mimari koruma alanında ara eleman, evrensel ilkeler çerçevesinde, uzmanlarca verilen kararları uygulama sahasına taşıyan, ustaları yönlendiren ve denetleyen; sahadaki sorunları uzmanlara yönlendiren kilit teknik personeldir. Çalışma kapsamında, Türkiye’de ara eleman yetiştirmeye yönelik örgün eğitim sistemi incelenmiş; yaşanan sorunlar belirlenmiştir. Sorunlara ilişkin mevcut çözüm arayışları ele alınmış; bu konuya ilişkin uluslararası yaklaşımlar değerlendirilmiştir. Edinilen veriler doğrultusunda, mimari koruma alanında ara eleman eğitimine ilişkin olarak, evrensel yaklaşımlarda benimsenen metodları bünyesinde birleştiren, ancak yerel niteliklerin ön planda tutulduğu; kuramsal ve uygulamalı eğitimlerin dengelendiği; geleneksel yapım tekniklerinin çağdaş ve bilimsel yöntemlerle desteklendiği bir kuramsal çerçeve oluşturulmuştur. Bu kuramsal çerçeve içinde oluşturulan modelde, mimari koruma alanında eğitim veren meslek yüksekokulları bünyesinde birer sürekli eğitim merkezi kurulması önerilmiş; merkezlerin işleyişi, önerilen faaliyetler ve organizasyon şeması tanımlanmıştır. Koruma eğitiminin yerel niteliği göz önünde bulundurularak, Türkiye coğrafyasında yerel ölçütler doğrultusunda bölgeler belirlenmiş; pilot bölge olarak seçilen Antalya, Burdur, Isparta yöresi detaylı olarak incelenmiştir. Eğitimlere yönelik olarak ülke geneli için tanımlanan çerçeve program, seçilen pilot bölgede bulunan Akdeniz Üniversitesi Serik Meslek Yüksekokulu üzerinden örneklenmiştir.

Intermediary staff acts as a key person who –within the universal conservation approach- brings the decision of the experts to the worksite to orient and supervise the craftsmen and who also addresses the technical issues and problems at the worksite back to the specialists. Within the study, formal education system concerning the training of intermediary staff in Turkey is examined; the current problems are determined. Efforts for the elimination of these problems are discussed; international approaches to the issue are evaluated. Analysing the data gathered, regarding the education of intermediary staff in architectural conservation, a theoretical framework that integrates various methods of universal approach with a local focus; that balances theoretical and practical trainings; where traditional construction techniques are enriched with contemporary scientific methods is proposed. In the content of the method designed within the theoretical framework, it is proposed to establish a center of excellence at each junior technical college that provides education on architectural conservation. The operation details, the proposed activities and the organization charts for the centers are introduced. Considering the local properties of conservation education, regions with similar cultural properties in Turkey are determined; Antalya, Burdur, Isparta region is examined in detail as the pilot area. The generic education program prepared for the country, is exemplified and elaborated over Akdeniz University Serik Junior Technical College.
