Tarihi Yarımada İçerisinde Yer Alan Çeşitli Kamu Taşınmazlarının Turizme Tahsisi İle Elde Edilecek Değerin Tespiti

Abstract

Sultanahmet Bölgesi’nde yer alan ve bölgenin ihtiyacına yönelik hizmet vermeyen çeşitli kamu taşınmazlarının işlevlerinin değiştirilerek, dokuya zarar vermeden muhitin çekiciliğini arttıracak şekilde değerlendirilmesi amacı ile yola çıkılan bu çalışmada, öncelikle ele alınacak alanlar tespit edilmiş ve içlerinden değer yaratabilecek en önemlileri üzerinde hassas bir değerleme çalışması yapılmıştır. Bu çalışmada her dört ayrı gayrimenkul hassasiyetle incelenmiş ve değerleme çalışması yapılmış; Eminönü sınırları içerisinde yer alan birçok kamu taşınmazının olası mevcut durumu, olası fonksiyonları ve yürütülen çalışmalar ile ilgili bilgiler verilmiştir. Ayrıca bu taşınmazlardan başlıcaları ile ilgili yön haritası çıkarılmıştır. Değerleme çalışması sırasında yapıların mevcut yapı izinleri dahilinde bir çalışma yürütülürken olası imar imkanları ile de elde edilecek değerler tespit edilmiştir. İstanbul’un merkezinde toplam 1.300 nitelikli oda kapasitesine sahip 4 ayrı 5 yıldızlı veya butik otel geliştirilmesini hedefleyen bu çalışma ile yıl genelinde yaklaşık 1 milyon turistin, İstanbul’un merkezinde ağırlanması hedeflenmektedir.

This work is based on the idea that the function of various public real estates, which do not serve adequately the needs of the Sultanahmet Region where they are located, will be changed to augment the attractiveness of the area without altering its historic texture. In this respect, first the prioritized areas are determined and a meticulous assessment study is performed on the real estates that are most likely to create value. . In this study, four separate real-estate properties have been carefully studied and evaluated. In addition, information has been presented on the present condition of a number of public real estates within the Eminonu county borders, their possible function, as well as the research conducted in this regard. Furthermore, a navigation map has been created for the real estates of key importance. While conducting this assessment study within the scope of the building licenses of the present structures, the value to be obtained through reconstruction and development possibilities has been determined. Designed with a view to developing 4 separate 5-star or boutique hotels with a total of 1,300 rooms at the heart of Istanbul, the aim of this study is to explore the possibility of accommodating nearly 1 million tourists per annum while helping them explore the historic texture of the area.
