Yerel Yönetimlerde Katı Atık Yönetiminin Maliyet Analizi: Türkiye Geneli Ve İstanbul İli Örneği

Abstract

Küresel ekonomilerde meydana gelen nüfus artışı, teknolojik gelişme, sanayileşme ve kentleşmeyle beraber, ortaya çıkan atık miktarı giderek artmaktadır. Günümüzde artan çevre bilinci ve etkin maliyet yönetim süreçleri karar vericileri, bu atıkların uygun bir şekilde bertaraf edildiği veya tekrar ekonomiye kazandırıldığı atık yönetim sistemlerine yönlendirmektedir. Bu çalışmanın amacı, İstanbul?da ve Türkiye genelinde kentsel katı atıkların toplama maliyetini ekonometrik yöntemler ile analiz etmektir. Bu doğrultuda ilk olarak 2001-2010 döneminde İstanbul ilçe belediyelerinin atık yönetimi maliyetlerini etkileyen faktörler panel veri analizi yöntemi ile tahmin edilmiştir. Sonrasında 2011 yılına ait İstanbul ilçe belediyelerinin atık yönetim maliyet fonksiyonu oluşturularak ölçek ekonomileri araştırılmıştır. Ardından Türkiye genelinde yapılan analiz sonucunda, atık yönetimi açısından belediyeler için optimum ölçek büyüklükleri belirlenmiştir. Son olarak yapılan ekonometrik analiz sonuçları yorumlanarak etkin bir atık yönetim süreci için politika önerileri sunulmuştur.

The amount of waste has been increasing more and more due to population growth, technological changes, urbanization and industrialization in all global economies. Increasing environmental awareness and efficient cost management processes have directed the policy makers to establish efficient waste management systems dispose or recycle the waste. The main purpose of this study is to analyze the cost of the waste management in the municipalities Istanbul as well as in Turkey by using econometric methods. Initially the main determinants of the cost of waste management are estimated for all the district municipalities of Istanbul for the period 2001-2010 by using panel data analysis. Then, a cost function is estimated and the existence of scale economies is investigated for the district municipalities of Istanbul in 2011. This analysis is repeated for all municipalities in Turkey in order to determine the optimal municipal size in terms of waste management. Finally all empirical results are evaluated to recommend policies for waste management.
