İnşaat Sektöründe Proje Risk Yönetimi Ve Bir Risk Modellemesi Örneği

Abstract

Bu çalışmanın amacı, ülkemiz inşaat sektöründe henüz netlik ve yaygınlık kazanmış bir konu olmayan proje risk yönetimi sistemini ve bu sisteme getirilen farklı yaklaşımları tanıtmak, proje risk yönetiminin inşaat sektöründeki önemini ve gerekliliğini vurgulamak ve bir risk yönetimi modeli örneği ile proje risk yönetimi sisteminin daha iyi anlaşılmasını sağlamaktır. İnşaat sektöründe, projenin büyüklüğüne, karmaşıklığına, kullanılan tekniklere ve gerçekleştirildiği ortama bağlı olarak, her projede farklı oranlarda mevcut bulunabilen risklerin sistematik olarak değerlendirilmesi ile riskler önlenerek ya da sonuca olumsuz etkileri en aza indirgenerek performans, maliyet ve çizelgede belirlenen hedeflere ulaşmak olasıdır. Projenin erken aşamalarında kurgulanmış ve tüm proje süresince güncelleştirilmiş bir risk yönetim sistemi özellikle riski büyük projelerde, projenin başarısını olumlu yönde etkileyebilecek bir proje yönetim tekniğidir. “Riskleri Yönet, Projeyi Yönet” tarzı risk odaklı bir yaklaşım proje takımlarını gerçekçi hedeflere yöneltme ve bu hedefleri karşılamalarına odaklanmalarını sağlar.

The aim of this study is to introduce project risk management system which has not still become clear and widespread in our country’s construction industry and different approaches brought into this system, to emphasize the importance and necessity of project risk management in construction industry and to provide project risk management to be understood better by means of a risk management model example. In construction industry, it is possible to reach the determined targets in performance, cost and schedule by preventing risks or reducing the negative impacts to minimum via evaluating the risks systematically which are present in every projects in different ratios depending on project’s magnitude, complexity, techniques used and environment realized. A risk management system which is established in early phases of the project and updated through the entire project will be a project management technique affecting the success of the project positively, especially in large projects. A risk focused approach like “Manage the Risk, Manage the Project” enables project teams to orient realistic targets and focus to meet these targets.
