Türk İnşaat Sektöründeki Bilgi Yönetimi Uygulamalarında Yaşanan Problemler Ve Çözüm Önerileri

Abstract

Bu çalışmada, öncelikle literatür araştırması sonucu bilgi yönetiminin tanımı, kapsamı ve firmalar için güncel koşullar altında ideal bilgi yönetimi uygulamasının nasıl olması gerektiği ortaya koyulmuş ve ideal bilgi yönetimi uygulamasına geçebilmek için bir geçiş modeli olarak değişim mühendisliği yaklaşımı incelenmiştir. Ardından yine literatür araştırması sonucu inşaat sektörü özelinde bilgi yönetimi ve bilgi yönetimi konusunda yaşanan problemler ortaya konulmuştur. Literatür araştırması sonucu bilgi yönetimi konusunun kapsamlı bir teorik çerçevesinin çizilmesinin ardından çoklu vaka analizi yöntemi kullanılarak Türk İnşaat Sektöründeki bilgi yönetimi uygulamalarında yaşanan problemler ortaya koyulmuş ve önceki bölümlerde ortaya konulan teorik çerçeve ışığında bu problemlere çözüm önerilerinde bulunulmuştur. Alan araştırması bir yüklenici, bir tedarikçi bir de tasarımcı firmayla yürütülmüştür. Firmaların bilgi yönetimi vizyonları ve bilgi yönetimi konusunda yaşadıkları problemlere dair algılarına odaklanılarak yürütülen kalitatif alan araştırması sonucu; firmaların bilgiye yeteri kadar bir varlık gözüyle bakmak, kültür ve değerler, iş süreçlerinin yeniden tasarlanması tekniklerini kullanmak, iş ve bilgi teknolojisi stratejilerini uyumlu hale getirmek, bilgi teknolojisinden tüm faaliyetlerde yararlanmak ve bilgi teknolojisinin faydalarını değerlendirmek konularında problemler yaşadıkları ortaya çıkmıştır. Çalışmanın son bölümünde her bir problemle ilgili çözüm önerilerine yer verilmiştir.

In this study, primarily, as a result of literature review; the definition, the content and how the application of ideal information management for firms under current conditions should be, have been indicated and business process re-engineering approach has been studied as a transformation model in order to achieve ideal information management. Secondly, again as a result of literature review, information management and the problems that are faced in terms of construction sector have been stated. After determining the detailed theoretical framework, the problems experienced in information management applications in Turkish Construction Sector have been studied by using multiple case studies and in the light of theoretical framework indicated in the previous sections; suggestions for solving these problems have been discussed. Field research has been carried out with designer, supplier and contractor sub sectors with one company from each sub sector. As a result of the qualitative field research which has been carried out by focusing on the information management visions and the perceptions about the problems companies face in this discipline have shown that; underestimating the importance of information, the culture and the values of the community, lack of usage of business process re-engineering techniques, lack of realigning the strategies of business and information technologies, lack of benefiting from information technologies in all activities, lack of evaluating the benefit of information technologies cause the problems that the sector faces. In the last section of the study, proposals for the solution of each problem have been presented.
