Abstract

Son günlerin sık duyulan kavramlarından biri kentsel dönüşüm projeleridir. Bu projelerin kapsamı büyük, sonuçları ise sadece sektörel etkilerin yanı sıra, toplumsal etkiler yaratarak makro ekonomiye ciddi katkılar yapacak projelerdir. projeler şehirlerin çehresini değiştirecek ve yeni cazibe merkezleri yaratacaktır. Bu sayede projeler bölgenin emlak piyasasını hareketlendirmekle beraber şehrinde emlak piyasasında bir etkiye sahip olacaktır. Genelde varoşlarda yapılan bu dönüşüm projeleri bölgede yaşayan hak sahiplerinin daha yaşanabilir ortamlara kavuşmasıyla bu kesimin daha kaliteli kamu hizmeti almasına sebep olacaktır. Tüm etkiler domino etkisi ile düşünülünce başlanılan projeler ülkenin sosyo- ekonomik durumuna pozitif yönde katkı sağlayacaktır. Konunun finans ve hukuk boyutuda karmaşıktır. Hak sahipleri ile girişimci diye tanımladığımız belediye veya kamu ilişkisi, anlaşma şartları ve anlaşmazlık noktaları irdelenmiştir.Tez içerisinde finans modelleri ve hukuki prosedürleride bulacaksınız. Bu çalışmanın konuya ilgi duyanlara, mühendis ve mimarlara, şehir yönetici ve adaylarına faydalı olacağını umut ediyorum.

One of the concepts being heard mostly in recent days are urban regeneration projects. The ranges of these projects are big and the results of them are the ones creating also social effects beside the sectoral effects seriously contributing to macro economies. The projects will change the face of the cities and create new charming centers. So the projects are going to activate the retail market though have a big role on the retail market. These transformation projects usually being done in suburbs together with the right owners obtaining the more “able to live” environments will cause this region of people to get public services having more quality. By thinking all effects together with domino effect between the projects being started are going to contribute to the social economic situation of the country positively. Also financial and law extensions of the issue are complicated. The relation between the municipality and public that we define as right owners and entrepreneur and the points of the agreements and conflicts are studied carefully. Also you will able to find the financial models and law procedures in the thesus. I hope my study will be useful for engineers, architecs, people interesting the matter, city administrators and candidates.
